A Kakistocracy is a government by the worst. A Mobocracy is a government by mobs or crowds. A kleptocracy is a government by the most corrupt which is basically a rule by thieves. A Plutocracy is either rule or power of wealth or of the wealthy. Therefore a ‘Kakitomoboplutocracy’ would be a merger of all four forms of government.
Together with fellow CEC members, we received H.E. the President at the NRM Parliamentary Caucus, where he will address Members of Parliament on the party’s priorities, national development and the way forward for Uganda.
This morning, I represented @igp_ug1 at the commissioning of Makulubita Sub-County Police Station in Luwero District, a fully fledged police facility equipped with accommodation for officers, constructed through the generosity of H.E. Alhaji Farid Kaliisa, Uganda’s Ambassador to the Democratic Republic of Congo.
This is a commendable demonstration of community partnership and commitment to public safety. Security is a shared responsibility and partnerships of this nature strengthen the relationship between police and the communities we serve.
I reminded officers deployed here that the true value of the facility would ultimately be measured by the quality of service rendered to the public.
I urged them to uphold the highest standards of professionalism, discipline, integrity and accountability and not turn the station into a place where people fear to come or where justice has a price. Be available, be fair and be firm with criminals.
I called upon residents to actively support the Police through timely sharing of information, support crime prevention initiatives and maintain mutual respect and cooperation.

President @KagutaMuseveni has departed for Mokowe, Lamu County, Kenya, for the groundbreaking of the planned Dangote East Africa Petroleum Refinery & Petrochemicals SEZ, a 700,000 barrel per day facility expected to strengthen refining, petrochemicals and regional value addition.
It was a pleasure meeting General Caleb Akandwanaho (Salim Saleh), Chief Coordinator of Operation Wealth Creation (OWC).
We discussed investment, industrialisation and opportunities across #Uganda and #Tanzania, including recycling and local manufacturing, digital connectivity and food security — areas with the potential to create jobs, reduce reliance on imports and add greater value to what we produce in Africa.
Across East Africa, we have the resources, markets and capacity to achieve much more together. I have always believed that Africans will build Africa — by investing in one another and building the industries that will move our continent forward.
Thank you, General Salim Saleh and the OWC team, for a productive exchange.

Profound gratitude to you, Ambassador Hon. Adonia Ayebare, for your consistent and exceptional diplomatic service to Uganda.
Your fruitful and warm engagement with His Highness Sheikh Abdullah Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the United Arab Emirates, is a significant achievement for our nation's foreign relations.
This brings immense relief to our business community and to thousands of young Ugandans who seek livelihoods in the UAE, as well as those already working there who have longed to return home to visit their families. It restores hope, dignity and opportunity.
Thank you, Hon. Adonia, for your unwavering commitment, brilliant negotiation and determination to rebuild and deepen the economic bond between Uganda and the UAE. Your efforts touch the lives of millions of Ugandans.
Special appreciation to H.E President @KagutaMuseveni for his strategic leadership throughout this process, and to Gen @mkainerugaba for leading the charge against corruption to ensure our young people can access opportunities without being held back by the corrupt and their vices.
UAE has announced that it is easing precautionary entry measures introduced in June 2026 for nationals of the Republic of #Uganda in response to developments related to the #Ebola virus.
