Last time I was on a hiring committee they literally did not give us access to the job market paper or letters or anything else until Stage 2, after the first stage of screening.
Dear Job Candidates: don't half-ass the research and diversity statements. At some institutions the hiring committee is barred in Stage 1 of the review from seeing the rest of your packet.
