What the Russia-North Korea pact means: 1) renewal of Cold War-era security guarantees that were rendered defunct in 1990 when South Korea and Russia normalized relations 2) military cooperation will escalate including munitions and ballistic missiles for the war in Ukraine and possible Russian proliferation of high end technology to NK 3) a likely Xi-Kim meeting to balance and align (Xi stopped meeting Kim after the failure of Trump diplomacy) 4) sets stage for tighter US-Japan-south Korea trilateral collective security statement at NATO meeting in DC next month.
