MUSASIZI CALLS FOR EVIDENCE-BASED POLICY MAKING

Finance Minister @henrymusasizi1 has called for greater use of evidence, research and specialised knowledge in government decision-making, saying Uganda’s economic transformation will depend increasingly on the country’s ability to turn knowledge and innovation into productivity.

Musasizi made the call while officiating at the 30th Annual International Management Conference at Imperial Golf View Hotel,Entebbe organised by Makerere University Business School (MUBS) under the theme “The Knowledge Revolution: Driving Innovation and Sustainable Development in Africa.”

“Evidence based decision making. Don’t bring your opinions that you pick from the streets to the boardroom,” Musasizi said, challenging policymakers to ensure that proposals presented for policy consideration are supported by credible evidence.

“Where is the evidence?” he asked, explaining that this is the reason @mofpedU works with universities and research institutions, including the Economic Policy Research Centre, to strengthen research and evidence based policy decisions.

Musasizi further challenged researchers and academics to develop specialised areas of expertise instead of attempting to cover every subject.

He said Uganda’s focus on the knowledge economy is already supporting value chains and emerging industries, including pharmaceuticals, e-mobility, vaccines and coffee value addition.

Musasizi said innovation, information and connectivity can also help Uganda develop diversified and competitive export products, while research and human capital development remain critical to raising productivity and sustaining economic growth.

“Africa must therefore invest in research and development and human capital development to improve productivity, which is critical for sustaining high economic growth and faster transformation,” he said.

He also called for stronger partnerships between research institutions, Government and the private sector to support industrialisation, agricultural productivity, manufacturing and job creation.

Musasizi said the knowledge and innovation agenda is aligned with Uganda’s 10-fold growth strategy, which identifies science, technology and innovation among the anchor sectors of the economy.

MUBS Principal,Moses Muhwezi said the University is working to ensure research generated within academia translates into practical economic outcomes.

“We don’t want to keep knowledge in the university, we want it outside the four walls,” Muhwezi said.

Muhwezi said Government provided MUBS Shs 3 billion this financial year, with a commitment to progressively increase the funding to Shs 10 billion.

He said more than 20 innovations have already emerged from university research, covering areas including food supply chains, business recovery and seed capital for small enterprises.

Dr. Ibrahim Okumu, the Dean of the School of Economics at MUBS, in his keynote address said the value of research should be measured not only by the knowledge it generates but also by the credibility and rigour behind that knowledge.

“Research must go beyond producing knowledge to producing knowledge that deserves to be believed,” Okumu said, urging researchers to ask important questions, interrogate evidence honestly, embrace uncertainty and ensure their conclusions are proportionate to the evidence.

Today, our Head of Communications and Corporate Affairs, @kusasira_enock distributed Life Jackets to the Fishermen Associations from around the 600 MW Karuma HPP and Oyam District, as part of the UEGCL Life Jacket CSR campaign to promote public safety on the waterways.

The fishermen were urged to take care of the life jackets and put them to good use to protect their lives.

This evening, I joined staff in @OPMUganda for our twice-a-month physical exercise at the Nakasero Primary School playground.

This physical exercise programme follows a Cabinet directive requiring Ministries, Departments and Agencies to conduct physical exercise sessions for their staff to combat lifestyle diseases.

I commend the staff for embracing this programme and encourage them to continue. Exercise is therapy & only healthy people can do the work effectively. @GovUganda @Parliament_Ug @Educ_SportsUg @MinofHealthUG

Nile Basin Initiative welcomes new Executive Director, Burundian national Dr. Eng. Nestor Niyonzima 🇧🇮

ENTEBBE – The Nile Basin Initiative (NBI) today welcomed Dr. Eng. Nestor Niyonzima, its 12th Executive Director 📸👇

Endorsed by NBI’s highest governing body, the Nile Council of Ministers (Nile-COM) during their 33rd meeting in Bujumbura, Burundi on 6 December 2025, Dr. Eng. Niyonzima replaces Ugandan Dr. Florence Grace Adongo as Uganda’s two-year term for stewarding the regional organisation came to an end in December 2025.

Dr. Eng. Niyonzima is the second Burundian national to serve as Executive Director of NBI, following Mr. Audace Ndayizeye, who served in the position from 2006 to 2008. Stewardship of the NBI rotates every two years among its Member States in English-language alphabetical order, based on endorsement by the Nile-COM.

Dr. Callist Tindimugaya, who represented NBI’s host country Uganda on the institution’s Technical Advisory Committee (TAC), congratulated the new Executive Director, noting that he started out “running” by driving critical discussions on cooperation and socio-economic investments in the Nile Basin.

Dr. Callist commended Dr. Florence Grace Adongo for her leadership, good work and fruitful collaboration with NBI’s governance organs and partners.

Born in 1982, Dr. Eng. Niyonzima was nominated by the Government of Burundi through the new Nile-COM chairperson and Minister of Environment, Agriculture and Livestock, Ms. Calinie Mbarushimana.

He holds a PhD in #WaterEngineering, the equivalent of a Master’s degree (engineer) in Hydraulics Engineering and Water Management, and a Diploma in University Teaching from the Moscow State University of Environmental Engineering in the Russian Federation.

Dr. Eng. Niyonzima held various senior positions within Burundi’s Ministry of Hydraulics, Energy and Mines. Most recently, he served as Director General of the Burundian Agency for Hydraulics and Sanitation in Rural Areas and headed the Project Executing Agency for the Programme for the Water Sector and Strengthening Resilience to Climate Change. He also worked as a senior lecturer at the University of Burundi.

Commenting on his appointment, Dr. Eng. Niyonzima said, “Today marks a defining moment for the millions of citizens of the Nile Basin, whose lives depend on the decisions we make and the actions we take together.”
Addressing partners, staff and TAC members from NBI’s Member States, the new Executive Director said he was starting out on a “strong foundation”.

He outlined his priorities, which include strengthening trust and cooperation among member states of NBI, accelerating implementation of NBI’s 10-year strategy and delivering results that matter to people.

Under the leadership of Dr. Florence Grace Adongo, NBI registered significant achievements. The institution mobilised regional partners, including @IGADsecretariat @EAPowerPool and @EAC_LVBC to finalise the Nile River Basin Investment Programme. This programme contains high-impact projects designed to boost socio-economic development across the Basin while reversing environmental degradation.

In addition, NBI revitalised the Regional Hydrological Monitoring System. Regional experts now regularly work together converting hydrological data – on water quantity and quality – into early warning information and advisories to support preparedness against climate extremes in NBI’s member countries.

Other achievements include youth training programmes and NBI’s advanced efforts to establish a Nile Basin Centre of Excellence, building on the organisation’s robust shared knowledge base and its 17 information systems.
