Samiti IV i Diasporës Shqiptare – Diaspora rikthehet në shtëpi!

Diaspora shqiptare ka qenë gjithmonë pjesë aktive e historisë sonë zhvillimore; si zë, si urë dhe si forcë lidhëse mes Shqipërisë dhe botës. Samiti IV i Diasporës, që do të mbahet më 14–15 prill 2026 në Tiranë, vjen si një hap i radhës në këtë proces të vazhdueshëm angazhimi, duke e çuar bashkëpunimin në një nivel më të strukturuar, më strategjik dhe më të orientuar drejt rezultateve konkrete.

Ky samit krijon një hapësirë të thelluar dialogu dhe bashkëpunimi, ku përvoja ndërkombëtare e diasporës ndërthuret me prioritetet kombëtare të zhvillimit. Fokus i veçantë do t’i kushtohet ideve, projekteve dhe iniciativave që lidhin ekonominë, inovacionin, kulturën, teknologjinë, arsimin dhe sipërmarrjen me vizionin për Shqipërinë 2030.

I ndërtuar si një platformë bashkë-krijimi, Samiti synon të forcojë lidhjen mes diasporës, institucioneve qendrore dhe aktorëve vendorë, duke kontribuar në politika gjithëpërfshirëse, partneritete funksionale dhe bashkëpunime të qëndrueshme ndërkombëtare. Pjesëmarrja në këtë proces nuk është simbolike, ajo është pjesë e mënyrës se si formulohen zgjidhjet dhe orientohen prioritetet për të ardhmen.

Samiti IV i Diasporës fton profesionistë, sipërmarrës, krijues dhe ekspertë nga e gjithë bota të bëhen pjesë e këtij dialogu, të ndajnë përvojën e tyre dhe të kontribuojnë në ndërtimin e urave të reja të bashkëpunimit.

Në Ditën Evropiane të Kujtesës për Viktimat e Regjimeve Totalitare dhe Autoritare, kujtojmë miliona njerëz, të drejtat dhe dinjiteti i të cilëve u shkelën dhe jetët e të cilëve u sakrifikuan nga regjime të ndërtuara mbi represionin, frikën dhe mohimin e lirisë njerëzore.

Për Shqipërinë 🇦🇱, kjo ditë ka një domethënie të veçantë. Historia jonë na kujton se liria dhe demokracia nuk mund të merren kurrë si të mirëqena dhe se përballja e ndershme me të kaluarën mbetet pjesë e domosdoshme e mbrojtjes së tyre në të ardhmen.

I kujtojmë viktimat. I nderojmë ata që rezistuan. Dhe riafirmojmë angazhimin tonë për një Evropë demokratike, të ndërtuar mbi ligjin, rregullat dhe vullnetin e shprehur përmes votës së lirë, ku asnjë ideologji, shtet apo udhëheqës nuk mund të qëndrojë mbi ligjin, dinjitetin njerëzor dhe lirinë.

Kujtesa është jo vetëm nderim për të shkuarën, por edhe përgjegjësi për të ardhmen.

Në përfundim të një vere të shkurtër, pata kënaqësinë të zhvilloj sot një takim pune me drejtuesit e institucioneve dhe të zgjedhurit shqiptarë në #Luginën e Preshevës:

Deputetin në parlamentin e Serbisë, Shaip Kamberi; Kryetarin e Këshillit Kombëtar Shqiptar në Serbi, Enkel Rexhepi;
Kryetarin e Komunës së Bujanocit, Arbër Pajaziti si dhe
Kryetaren e Komunës së Preshevës, Ardita Sinani,

duke filluar kështu sezonin e ri me një nga përparësitë e qëndrueshme të aksionit tonë #diplomatik.

Një bisedë e lirë, e drejtpërdrejtë, por mbi të gjitha vëllazërore dhe përmbajtësore, për çështjet që na bashkojnë dhe që kërkojnë bashkërendim të vazhdueshëm: mbrojtjen e të drejtave të shqiptarëve, ruajtjen e identitetit dhe forcimin e përfaqësimit të tyre me fuqi reale në jetën politike dhe institucionale të #Serbisë, si dhe adresimin e nevojave konkrete të qytetarëve të Luginës.

Përfaqësimi real dhe i denjë, ruajtja dhe forcimi i identitetit kombëtar, arsimimi, zhvillimi ekonomik dhe mundësitë për të rinjtë nuk janë çështje episodike. Ato kërkojnë vëmendje të vazhdueshme, bashkërendim dhe veprim konkret.

#Shqipëria do të vijojë të jetë pranë shqiptarëve të Luginës së Preshevës, me angazhim, dialog dhe mbështetje konkrete.

MEPJ shpreh keqardhje për faktin që, në një aktivitet kulturor të zhvilluar dje në Pustec, me pjesëmarrjen e Kryeministrit të Maqedonisë së Veriut dhe të Kryetarit të Bashkisë, nuk u luajt edhe Himni Kombëtar Shqiptar, krahas atij të Maqedonisë së Veriut.

Edhe pse aktiviteti ishte organizuar nga një shoqatë lokale, prania e përfaqësuesve të lartë institucionalë dhe të zgjedhurve vendorë i jepte atij një dimension të veçantë publik. Në këtë kontekst, mospërfshirja e Himnit Kombëtar Shqiptar përbën një mungesë serioze dhe një shmangie nga rregullat e shkruara dhe të pashkruara të mirësjelljes dhe protokollit, të cilat kërkojnë dhe imponojnë respektimin e simboleve kombëtare krahas atyre të komuniteteve që ato përfaqësojnë.

Respekti për simbolet kombëtare nuk duhet të jetë çështje politike apo interpretimi. Ai është pjesë e etikës institucionale, e protokollit dhe, mbi të gjitha, e respektit të ndërsjellë, veçanërisht në një hapësirë ku bashkëjetojnë komunitete dhe identitete të ndryshme.

Në Pustec, ashtu si në çdo hapësirë të Republikës së Shqipërisë, respekti për simbolet kombëtare është pjesë e respektit për vetë qytetarët, për vlerat e bashkëjetesës demokratike dhe kulturës qytetare që na bashkon. Është gjithashtu themel i fqinjësisë së mirë dhe marrëdhënieve të shëndosha ndërmjet njerëzve dhe shteteve tona.

Sot, Marrëveshja Kornizë e Ohrit mbetet një nga arritjet më të rëndësishme politike të rajonit dhe një themel i Maqedonisë së Veriut demokratike, multietnike dhe evropiane.

Në 25-vjetorin e saj, Ministri për Evropën dhe Punët e Jashtme Ferit Hoxha shkruan mbi trashëgiminë e Marrëveshjes së Ohrit, të drejtat e shqiptarëve dhe përgjegjësinë për ta ruajtur dhe çuar përpara atë që u arrit në vitin 2001.

International #YouthDay is an important reminder of the vital role that young people play in shaping both our present and our future. Their talent, creativity, energy and determination are indispensable to our shared effort to build a stronger, more prosperous and ever more #European Albania. Young people are not merely beneficiaries of progress; they are active contributors and co-creators of a more democratic, dynamic and forward-looking society.

Since the first days of my mandate as #Minister for Europe and Foreign Affairs, I have had the privilege of meeting high school and university students in cities across Albania. These encounters have provided valuable opportunities for open, candid and meaningful #dialogue about their aspirations, ambitions and concerns. Above all, they have revealed a generation eager to contribute, determined to make its voice heard, and ready to play an active role in shaping Albania’s European future.

Through our initiative, “EU and You – #Europe Starts at Home,” we have exchanged ideas, perspectives and experiences, while listening carefully to the views and proposals of young people as Albania advances towards its strategic objective of European Union membership. This enriching journey will continue after the summer break, reaching new cities and creating additional opportunities for genuine engagement with young people throughout the country.

Today is also an opportunity to recognise the contribution of a new generation of diplomats and young professionals who bring fresh perspectives, innovation, energy and exceptional potential to the Albanian #Foreign Service. Confident in the capacity of young professionals to make a meaningful contribution to public service, this year we launched a new merit-based recruitment process aimed at attracting the best talent. We will continue to invest in competence, professionalism and excellence, opening doors to young people who can become valuable partners in advancing our national interests and fulfilling our responsibilities and commitments on Albania’s path towards EU membership.

As Albania moves closer than ever to the European Union, the role of young people becomes even more important. The accession process is not only about institutions, legislation or negotiations. It is equally about preparing a new generation to lead, innovate and uphold the values upon which our European future will be built.

Europe is not simply the destination we aspire to reach. First and foremost, it is the standard we must build at home, every day, through our institutions, our society and our people. Young Albanians have an essential role in making that vision a reality.

Their voice matters.

Their talent matters.

Their determination matters.

Their future is #Albania’s future.

I appreciate the calmer closing sentiment of @markodjuric's message, because that is precisely where our region’s future lies: not in threats and accusations, but in dialogue, trust and pragmatic cooperation.

And that brings us back to where this exchange started. #Water.

Water is life. It does not carry a passport, read political maps or stop to ask which side of a border it is flowing through. Turning it into an instrument of punishment is therefore not simply somebody else’s business.

So yes, the #Ibar does not flow through Albania. But if tomorrow someone threatened to cut Serbia off from water flowing through their territory, Albania would be just as vocal. Not because that water would somehow end up in Albania, but because such a threat would poison the peaceful coexistence of this neighbourhood we all share.

That is what neighbours are for, aren’t they? Not to calculate whether the water reaches their own tap before deciding whether they care, but to care before such calculations come to define the neighbourhood we live in.

So perhaps we can leave the hydrology here and agree on something simpler. Rivers should carry water, not threats, and borders should define jurisdictions, not divide our responsibility for peace.

And as for all the “Greater” things summoned into this discussion, Albania remains interested in only one: a Greater #EuropeanUnion, embracing Kosova, Serbia, Albania and the rest of our region.

Our doors and our phone lines are wide open too, as are our minds, when it comes to building more concrete examples of what Albanians and Serbs can accomplish together.

So let’s keep going with more #Europe, less mythology, and more reasons to look at our past through the eyes of the future, rather than looking at our future through the eyes of the past.

And, yes, water for everyone. To drink in peace and to irrigate, just as peacefully, the fertile lands of our common beautiful neighbourhood.

Very interesting summertime exchange between our foreign ministers. Although I was expecting an answer about the #Ibër, we somehow travelled from hydrology to international law, made the obligatory stop at “Greater Albania”, passed through “Kosovo and Metohija”, and eventually arrived at the familiar museum of Serbian historical anxieties.

There is a peculiar piece of political folklore in Belgrade that appears immune to time: whenever Albania speaks about #Kosova, “Greater Albania” must immediately be summoned, as if repetition might one day turn an old ghost into a relevant argument.

It won’t.

Albania has no claim whatsoever on Serbian territory and no need to invent one. Nor do we need a “Greater Albania” to stand with Kosova.

Kosova is a state of its own. The Albanians of Kosova are precisely that: Albanians of Kosova. They have their Republic, their institutions and their right to determine their own future. We will always stand with that right.

Serbia lost Kosova. Repeating that it did not may perhaps turn defeat into victory in the geography of political imagination, but unfortunately maps are less accommodating. The territory of the Republic of #Kosova is not Serbian territory, and the natural resources situated within it are not resources of the Republic of Serbia. Our Serbian friends know this perfectly well, including whenever we sit together around European tables.

So back to the river.

The original issue remains exactly where Albania left it: the #Ibër is a transboundary water system. Serbia is entirely free to manage resources within its jurisdiction. What it cannot reasonably argue is that possible consequences for another country magically stop at the Serbian border.

That, after all, is why international water law exists. Rivers have the inconvenient habit of following geography rather than diplomatic talking points.

The situation of the Serbian community in Kosova has also been invoked. Their rights matter. Their security matters. Their property, language, cultural and religious heritage must be protected. Albania has never had any difficulty saying so, because that is simply what a democratic state owes its citizens.

And here we reach perhaps the most entertaining acrobatic manoeuvre in this exchange: warning Albania against ethnic expansionism while referring, in the very same statement, to the territory of another sovereign state as if it were still Serbian. That is quite a circle to square.

Perhaps it works inside a political bubble in Serbia. Outside it, geometry becomes less forgiving. And yes, I could not agree more that the future of our region must be one where borders progressively lose their power to divide us. Absolutely.

But there is a small prerequisite before borders can become less important: accepting the ones that are already there. The genius of the European project was precisely to separate national belonging from territorial appetite.

The Albanians of Kosova are Albanians of Kosova. Albania will stand with them and with their Republic because we share history, language, families and a future, but above all because a free, democratic and secure Kosova is a legitimate European state and an indispensable part of the stability of our region.

There is nothing clandestine about this position. There never has been. No secret maps. No hidden borders. No “Greater” anything required.

Albania’s position will therefore remain exactly the same in public and in private: we respect Serbia, we want good neighbourly relations with Serbia, and we want the entire region inside Europe - Serbia very much included.

But good neighbourliness cannot mean asking every neighbour of Serbia to move permanently into Serbia’s version of history.

The Balkans have already paid far too much, in blood and in lost time, for that particular accommodation.
And meanwhile the #Ibër, blissfully unaware of all our historical cartography,will continue flowing according to geography rather than folklore.

Shqipëria shpreh shqetësim të thellë mbi deklaratën e Presidentit të Serbisë, Aleksandar Vučić, lidhur me mundësinë e ndryshimit të rrjedhës së lumit #Ibër dhe përfshirjen e ekspertëve dhe institucioneve serbe në shqyrtimin e një mundësie të tillë.

Ndryshimi i rrjedhës së një lumi që përbën pjesë të një sistemi ujor ndërkufitar nuk është një çështje thjesht e brendshme apo një vendim që mund të merret në mënyrë të njëanshme, veçanërisht kur pasojat e tij prekin drejtpërdrejt territorin, mjedisin, sigurinë ujore, furnizimin me ujë dhe jetën e qytetarëve të një vendi tjetër.

E drejta ndërkombëtare e ujërave është e qartë në këtë drejtim. Parimet e përdorimit të drejtë dhe të arsyeshëm të ujërave ndërkufitare, detyrimi për të parandaluar, kontrolluar dhe reduktuar dëmet ndërkufitare, si dhe detyrimi për bashkëpunim, shkëmbim informacioni dhe konsultim për masat që mund të kenë pasoja ndërkufitare, janë pjesë e standardeve të konsoliduara të së drejtës ndërkombëtare. Serbia është palë e Konventës së #UNECE-së për Mbrojtjen dhe Përdorimin e Ujërave Ndërkufitare dhe Liqeneve Ndërkombëtare që prej vitit 2010 dhe ka pranuar edhe mekanizmat e saj për zgjidhjen e mosmarrëveshjeve.

Shqipëria pret që #Serbia të respektojë plotësisht detyrimet e saj ndërkombëtare dhe parimet e fqinjësisë së mirë. Çdo projekt ose masë që mund të ndikojë në rrjedhën, sasinë apo cilësinë e ujërave që prekin Kosovën duhet të trajtohet me transparencë, mbi bazën e të dhënave shkencore, me vlerësim të plotë të ndikimit ndërkufitar dhe përmes konsultimit me palën e prekur.

#Uji nuk mund të përdoret si instrument presioni politik dhe as si mjet për të ndëshkuar një vend apo një popullsi tjetër.

Shqipëria mbështet fuqimisht të drejtën e #Kosovës për siguri, zhvillim të qëndrueshëm dhe mbrojtjen e burimeve të saj ujore.

Ne besojmë fort dhe presim qe çështje të tilla të trajtohen përmes #dialogut, bashkëpunimit dhe standardeve evropiane, jo përmes kërcënimeve apo ndërhyrjeve e veprimeve të njëanshme.

President Zelenskyy’s visit to Serbia is important. Dialogue is always welcome, particularly when it creates space to address difficult questions with clarity, responsibility and a sense of history.

Just as Albania stands, and will continue to stand, firmly with Ukraine’s sovereignty, independence, territorial integrity and European future, we stand equally firmly for Kosovo’s sovereignty, independence and rightful place in the Euro-Atlantic family.

There should be no misunderstanding on this point: any attempt to draw a parallel or establish an equation between Kosovo and any other international situation is wrong, opportunistic and profoundly misleading.

Kosovo’s case stands on its own historical, political and legal foundations. At the request of the UN General Assembly, the International Court of Justice was unequivocal: Kosovo’s declaration of independence did not violate international law. Russia’s aggression against Ukraine is an entirely different matter. It constitutes a grave violation of the UN Charter and international law, and a blatant breach of the rules-based international order.

From Albania’s perspective, one principle is fundamental: a peaceful, stable and European Western Balkans requires acceptance of the reality and irreversibility of Kosovo’s independence. Kosovo independence has contributed to regional stability and is part of a future in which borders are not changed through force, and peoples and communities can determine their future in peace and security.

We firmly maintain also that Serbia and Kosovo both belong in a common European future. The normalisation of their relations, ultimately leading to mutual recognition, would not weaken Serbia. On the contrary, it would help close one of the most painful chapters of our region’s recent history and open the way to genuine reconciliation, good-neighbourly relations and lasting peace. The Western Balkans needs that positive energy today, perhaps more than ever.

President Zelenskyy’s visit to Serbia advances, first and foremost, Ukraine’s interests. This is both understandable and legitimate. Yet, every step that helps Serbia move further away from Russia’s malign influence and closer to Europe is positive. But every engagement is also an opportunity to advance a fundamental understanding: the Western Balkans must move forward, not backward.

Today, I had a warm and productive phone call with the Minister for Foreign and European Affairs of Malta, Chris Fearne, @chrisfearne.

We reaffirmed the excellent state of our relations grounded in the long-standing friendship between #Albania and #Malta. 🇦🇱🇲🇹

I expressed our gratitude for Malta's steadfast support of Albania's #EU accession and we highly value its principled commitment to a credible, merit-based #enlargement policy.

We also discussed ways to deepen our #bilateral cooperation across areas of mutual interest and I was pleased to invite my Maltese colleague to visit Albania at a suitable time in the coming months.

As close European partners sharing common values and ambitions, we reaffirmed our commitment to working together for a stronger, more united #Europe.
