Yesterday, a team from the Court of Appeal/Constitutional Court, led by Justice Geoffrey Kiryabwire (Justice of the Court of Appeal and the Court Administrator), together with Justice Cheborion Barishaki, Justice Oscar Kihika, and Lady Justice Stella Alibateese (Justices of the Court of Appeal), conducted an inspection visit to the Regional Court of Appeal building site in Mbarara to assess progress of the ongoing construction works. They were accompanied by Justice Kwemara Kafuuzi Gelase (Resident Judge, Mbarara), HW Twinomuhwezi Henry (Assistant Registrar, Mbarara), HW Nakkazi Juliet Ruth, HW Nanyanga Susan, HW Matanda Abubaker (Research Magistrates at the Court of Appeal), and HW Mukuru Joshua (Research Magistrate at Mbarara High Court). The team was taken through the construction plans and progress of the project by Mr. Albert Atungire of Seyani Brothers (Project Engineer). He guided the delegation around the site and explained the various phases of work already completed and those still ongoing, noting that the project is progressing steadily and satisfactorily. During the inspection, Justice Kiryabwire commended Judges at Mbarara High Court and Mbarara District leadership for their efforts in securing land that enabled the commencement of the project. He also expressed satisfaction with the pace and quality of the construction works and appreciated the consultative nature of both the design and execution processes, which have enabled stakeholders to contribute their views. Construction is expected to be completed within one year. Upon completion, the court is anticipated to enhance access to justice, strengthen the administration of justice, and improve timely delivery of judicial services across the region. Later, the team attended a pre-session stakeholders’ dinner at Las Vegas Hotel in Mbarara. The event was also attended by a cross-section of judicial officers in different capacities, support staff, advocates, representatives from the Office of the Director of Public Prosecutions, and the Attorney General’s Chambers, among others. Speaking during the dinner, Justice Kiryabwire thanked stakeholders for attending and emphasized the importance of such engagements in fostering coordination, collaboration, and sharing of perspectives on the administration of justice ahead of court sessions. He further observed that Mbarara remains one of the most litigious circuits in the country and encouraged greater utilization of the Judiciary’s initiatives, including Alternative Dispute Resolution (ADR), to enhance the timely disposal of cases. In his remarks, Justice Kafuuzi welcomed the Justices of the Court of Appeal to Mbarara and noted that the session was greatly needed, considering that some of the appeals scheduled for hearing date as far back as 2011. Speaking on behalf of the advocates, Mr. Chrispus Bikoromwe appreciated both the Court of Appeal session and the pre-session dinner, noting that such engagements ease tensions, strengthen relationships among justice sector actors, and leave a lasting positive impact on the community whenever the Court sits in Mbarara. The dinner concluded in a cordial atmosphere marked by interaction, engagement, and a renewed commitment to strengthening the administration of justice in the region. The activities were coordinated by HW Rukundo Allen Owembabazi (Registrar Court of Appeal), ahead of the Court of Appeal criminal session commencing today. During the session, Court of Appeal, sitting at Mbarara High Court, is expected to handle 28 appeals
