Accountability becomes difficult when responsibility is treated as one large basket. A ministry, regulator, local government, public corporation, statutory agency, and private service provider may all interact with the same issue while having completely different responsibilities.

When something goes wrong, therefore, the first useful question is not always “Who has failed?” It can be “Who had the mandate to prevent, manage or resolve this particular problem?” That distinction matters.

It prevents us from directing legitimate public frustration at institutions that do not have the authority to act, while also making it harder for responsible institutions to hide behind general explanations. Good citizenship is not simply knowing how to complain. It is knowing enough about the system to direct the complaint to the right place. Accountability becomes stronger when it is specific.
