The whole point of the phrase is you just do what you want and put it on the other person to forgive you or not like who cares not my problem anymore rather than convincing them to let you do it in the first place.
It's not just "Asking people for things is hard."
It's way easier to ask for permission if you're reasonably sure you're going to get it. Plenty of situations where the only reason anyone's put out is because you didn't ask.
It's only when begging enters the equation that "just do it and deal with the consequences" takes over

"Neutral" means not recommended. You're not going to tell a friend "You should play this game. It's mediocre." Just put fucking not recommended and stop crying.
The text of these reviews always boils down to "No the game's not very good but I imagine a world where it was good so I wish I could put neutral."
