Grateful to Meta and CSIS for the invitation to speak today in New York before an extraordinary group of leaders shaping the future of AI. It was a great opportunity to share Argentina’s perspective and some of President @JMilei’s most important ideas on innovation, growth and the extraordinary transformation AI is already unleashing. President Trump made the direction of the United States unmistakably clear this weekend. America intends to lead the AI revolution, not slow it down. His announcement of an “AI Force” and a new “AI Czar” reinforces a fundamental message: innovation must be unleashed, supported and led. The greatest risk for our countries may not be moving too fast, but moving too slowly. President Milei shares that conviction and has consistently pushed the debate even further toward the future. His thinking on non-human societies challenges us to consider not only how AI will transform productivity, but what institutions we will need for the world AI is creating. For developing countries, this is especially important: AI is not only a productivity opportunity, it is a convergence opportunity, a chance to leapfrog stages of development and reach the world’s most advanced economies much faster. Argentina also understands that AI is much more than a technology story. It is an energy story, a critical minerals story, an infrastructure story, a talent story and, increasingly, a geopolitical story. AI may feel digital, but it is profoundly physical. Argentina has the energy, minerals, land and human capital to participate competitively across this new value chain, from energy and critical minerals to data centers, compute and entrepreneurship. That is also the logic behind our participation in Pax Silica. And there is a deeper principle behind this alignment. Technology is not neutral. As AI becomes more powerful, technological choices are increasingly choices about values and about the societies we want to build. Argentina has made its choice: we want to build this future with the United States and with countries committed to freedom, democracy, human dignity, open societies and private enterprise. The technologies that shape the future should expand human agency, not diminish it. New York is at the center of these conversations this week, as world leaders gather for the United Nations General Assembly. Con un segundo mandato de @JMilei no veo una expresión de deseos, sino una concatenación de hechos. Las piezas del rompecabezas se irán acomodando: US$200.000 millones de inversiones vinculadas al RIGI y otros US$200.000 millones que podría movilizar el Súper RIGI impulsarán la energía, la minería y la infraestructura. Las exportaciones se duplicarán. El agro crecerá con retenciones cero. La mayor actividad ampliará la recaudación y permitirá bajar impuestos y mejorar la eficiencia del gasto, manteniendo el equilibrio fiscal. Con inflación cero llegarán tasas bajas y crédito a largo plazo. Eso multiplicará la construcción, la inversión y el empleo. Aumentarán la productividad y los salarios reales, caerá drásticamente la pobreza y la Argentina volverá a atraer inmigrantes en busca de trabajo y altos salarios. Tendremos una moneda confiable, respaldada por un Banco Central extremadamente sólido o por la dolarización. No son deseos aislados. Es una secuencia causal: estabilidad, inversión, productividad, empleo, mejores salarios y crecimiento. La Argentina que viene será tan distinta y mejor que hoy cuesta imaginarla.

El sector de nuestro producto insignia 🥩 llega a esta edición con números contundentes: Entre enero y julio de 2026 la Argentina embarcó más de 67.000 toneladas de carne vacuna a los Estados Unidos, frente a poco más de 22.000 toneladas en el mismo período de 2025. Al 31 de julio se habían certificado más de 61.000 de las 100.000 toneladas autorizadas, por unos US$ 515 millones. En 2026 la cuota arancelaria pasó de 20.000 a 100.000 toneladas anuales, con la ampliación de 80.000 toneladas acordada en el marco del entendimiento comercial bilateral. Extraordinary event today in Houston organized by IAPG Houston and IAPG Argentina. Thank you for inviting me to deliver the opening remarks at the 5th edition of “Shale in Argentina.” It was a pleasure to share the day with so many outstanding leaders from Argentina and the U.S. energy industry. The title, “Unleashing Vaca Muerta to the World”, says it all. Vaca Muerta is no longer a geological promise. It is happening: production is growing, infrastructure is being built, exports are expanding and investment is accelerating. Argentina has a historic opportunity to structurally transform its economy. And Houston is exactly the right place for this conversation. The American shale revolution changed the global energy map. Today, Argentina has the opportunity to write the next great chapter of that story, bringing together American capital, technology and know-how with Argentine resources, talent and opportunity. Under President @JMilei, something fundamental has changed in Argentina. Fiscal discipline, deregulation, market opening and structural reforms are restoring predictability and confidence. Macroeconomic stabilization is the foundation; the next chapter is investment and capital formation. And nowhere is that opportunity more visible than in energy. Connecting Vaca Muerta to the world will require pipelines, ports, LNG, power generation, services, technology and financing. And the opportunity goes even further: energy, critical minerals and AI are increasingly part of the same strategic equation. Argentina has the resources and talent to become a key player in all three. For the first time in Washington DC, three key players driving the development of Vaca Muerta came together at the Argentine Embassy: Rolando Figueroa, Governor of the Province of Neuquén; Daniel González Casartelli, Coordinating Secretary of Energy and Mining; and Horacio Marín, President & CEO of YPF. Their presence together sent a powerful signal of how strategically important Argentina’s energy transformation has become, and of the strong coordination today between the national government, Neuquén and YPF. I am especially grateful to the recently appointed Assistant Secretary of State for Western Hemisphere Affairs, Juan Pablo Segura, for joining us today, and for his enthusiasm about Argentina’s future. The meetings at the Embassy this morning were the beginning of an intensive agenda that continues today with bilateral meetings between the Argentine delegation and U.S. counterparts, as well as a high-level event organized by the Atlantic Council about energy opportunities in Argentina. Taken together, these activities are spontaneously turning today into a true “Argentina Energy Day” in Washington. The objective throughout this agenda is very concrete: to present to the U.S. government, financial institutions and investors the potential of Vaca Muerta; its growing contribution to Argentina’s macroeconomic stability; its impact on the real economy through investment, production, exports and jobs, and the enormous investment opportunities. Very importantly, the agenda provided YPF and its Chairman & CEO, Horacio Marín, with a high-level platform to present the company’s ambitious transformation, its strategy for Vaca Muerta, and the major oil, gas, infrastructure and LNG projects that are turning Argentina into a global energy player. The activities at the Embassy brought together senior representatives from the U.S. Departments of State, Energy and War, the U.S. Congress, the U.S. International Development Finance Corporation (DFC), EXIM Bank and IDB Invest, together with Chevron, Continental Resources, Bechtel, Tesla, the Argentine Oil and Gas Institute (IAPG), the U.S. Chamber of Commerce, the Atlantic Council, Americas Society and the Council of the Americas. and other leading players in the energy and business U.S. and global community. We were especially honored to welcome Representative Michael Rulli (Co- Chair of the Argentina Congressional Caucus); Harold Hamm, Founder & Executive Chairman of Continental Resources and one of the defining figures of the American shale revolution; together with Continental CEO Doug Lawler; Alejandro Bulgheroni, Chairman of Pan American Energy Group; and José Luis Manzano, Founder and President of Integra Capital. An extraordinary concentration of experience, capital and knowledge. The level of engagement, and the interest in what is happening in Argentina, was remarkable. There is a reason for that interest. Argentina is moving rapidly from being simply a country with oil and gas to becoming a major global energy player. Vaca Muerta holds the world’s second-largest shale gas resources and fourth-largest shale oil resources, and what for years was seen primarily as geological potential is now a world-class producing basin. Major investments in upstream development, pipelines and LNG are creating the infrastructure required to export at scale. Argentina has now the conditions to unleash the full potential of that geology: the right leadership, macroeconomic stability, clear rules, investment incentives and predictability. President Milei’s transformation is changing that equation.
