来看看这项第39号提案（Prop 39）是怎么被“翻译”的。
提案发起的原始标题是：建立额外的选民身份和公民身份验证要求。
到了加州民主党籍总检察长罗布·邦塔（Rob Bonta）手里，官方选票标签被改写成了：
“禁止公民投票，除非他们出示政府颁发的身份证明。”

摘要部分同样被大换血。
原版摘要写的是：要求选民在投票站出示ID，或邮寄投票时提供ID号后四位。
新的官方文字变成了：禁止无ID邮寄投票；如果信封没填后四位，作废邮寄选票；禁止无ID亲自投票。

从“要求”（require），变成了满篇刺眼的“禁止”（prohibits）和“作废”（invalidates）。

提案支持者炸了，指控总检察长在选票措辞上动手脚，刻意迷惑选民。
面对争议，这位总检察长怎么回应？
他说，自己是在“准确、公平、信息丰富地履行职责”。
