Not really what happened. If you dig into the situation more, State Farm said there was a high fire risk in that area asked California Insurance Commissioner for a rate increase, the insurance commissioner said no so State Farm said they were not renewing policies or writing any new policies in all of California as the risk became too high. The homeowners who’s policy lapsed choose not to get new insurance elsewhere because the cost was so high then their house burned down. State Farm went back and paid out 2.45 billion in claims in the LA fires and honored claims for any policies that lapsed within 6 months of the fires. This is on the hands of California’s Insurance Commissioner truly.
