Attending the 17th BRICS Summit in Rio de Janeiro and during the opening session on peace and security and global governance, Prime Minister Abiy Ahmed focused his remarks on the urgent need for international institutions that can foster mutual trust and enable effective cooperation. He also reiterated the call for comprehensive reforms in the decision-making structures of international financial institutions and global norms towards promoting collective security and shared prosperity.

Ethiopia officially joined the BRICS bloc in 2023, standing shoulder to shoulder with nations committed not only to building an economic alliance but also to advancing a just, equitable, and multipolar world order. As a BRICS member, Ethiopia aims to actively contribute to these efforts, particularly by supporting the expanded representation of emerging markets and developing countries in global decision-making forums.

In his remarks, Prime Minister Abiy highlighted the bloc’s growing influence, stating: “BRICS has grown from a bold idea into a dynamic force for global transformation. With the addition of new members, our collective voice grows stronger, our shared purpose becomes clearer, and our potential expands.”

48ኛ የሚኒስትሮች ምክር ቤት ስብሰባ ውሳኔዎች
የሚኒስትሮች ምክር ቤት በዛሬው ዕለት ባካሄደው 48ኛ መደበኛ ስብሰባ በተለያዩ ጉዳዮች ላይ ተወያይቶ ውሳኔ አሳለፈ፡፡

ምክር ቤቱ በቅድሚያ የተወያየው የኢትዮጵያ መንግስት ከዓለም ዐቀፍ የልማት ማህበር ጋር ለሁለተኛው ዘላቂ እና ሁሉን አቀፍ የእድገት ልማት ፖሊሲ ማስፈፀሚያ የሚውል 258,100,000 ኤስ.ዲ.አር እና ለፍጥነት መንገድ ልማት ድጋፍ ፕሮጀክት ማስፈፀሚያ የሚውል 27,300,000.00 ኤስ.ዲ.አር የፋይናንስ ድጋፍ እና የብድር ስምምነቶችን ለማጽደቅ በቀረቡ ሁለት ረቂቅ አዋጆች ላይ ነው፡፡ ሁለቱም ብድሮች ከወለድ ነጻ፣ 0.75% የአገልግሎት ክፍያ የሚከፈልባቸው ሆኖ የ6 ዓመት የችሮታ ጊዜን ጨምሮ በረጅም ጊዜ የሚከፈሉ ናቸው፡፡ ምክር ቤቱም የብድር ስምምነቶቹ ከአገራችን የብድር አስተዳደር ስትራቴጂ ጋር የሚጣጣሙ መሆናቸውን በማረጋገጥ በሙሉ ድምጽ አጽድቆ ለህዝብ ተወካዮች ምክር ቤት እንዲተላለፉ ወስኗል፡፡

በመቀጠል ምክር ቤቱ የተወያየው የፌዴራል የገቢ ግብር አዋጅን ለማሻሻል የወጣ አዋጅ ላይ ነው፡፡ ቀደም ሲል ሲሰራበት የነበረው የፌዴራል የገቢ ግብር አዋጅ አሁን ከምንገኝበት ሀገራዊ እና አለም አቀፋዊ የኢኮኖሚ ሁኔታ አንጻር ሲታይ በርካታ ክፍተቶች ያሉበት በመሆኑ የአዋጁን ድንጋጌዎች በማሻሻል የታክስ ስርአቱ መሠረታዊ የታክስ መርሆዎችን ለማሳካት በሚያስችል መልኩ እንዲቀረጽ ማድረግ አስፈላጊ ሆኖ በመገኘቱ የማሻሻያ አዋጁ ተዘጋጅቶ ለሚኒስትሮች ምክር ቤት ቀርቧል፡፡ ምክር ቤቱም በማሻሻያ አዋጁ ላይ ከተወያየ በኋላ በሙሉ ድምጽ አጽድቆ ወደ ህዝብ ተወካዮች ምክር ቤት እንዲተላለፍ ወስኗል፡፡

በመጨረሻም ምክር ቤቱ የተወያየው ከናይጄሪያ ፌዴራላዊ ሪፐብሊክ መንግስት ጋር የዲፕሎማቲክ እና የሰርቪስ ፓስፖርት ለያዙ ሰዎች ቪዛን ለማስቀረት በተፈረመው የሁለትዮሽ ስምምነት ላይ ነው፡፡ ስምምነቱ የዲፕሎማቲክ እና የሰርቪስ ፓስፖርት የያዙ የሁለቱ አገራት ከፍተኛ የመንግሥት ባለስልጣናት፣ ዲፕሎማቶች እና ዜጎች ለሥራ ጉዳይ በሚያደርጉት እንቅስቃሴ ቪዛ ለማግኘት የሚያስፈልጉትን ቅድመ ሁኔታዎችና የሚወስደውን ጊዜ በማስቀረት እንዲሁም የሁለትዮሽ ግንኙነቱን በማጠናከር ረገድ ትልቅ ጠቀሜታ እንዳለው በመታመኑ ለምክር ቤቱ ቀርቧል፡፡ ምክር ቤቱም በስምምነቱ ላይ ከተወያየ በኋላ በሙሉ ድምጽ አጽድቆ ወደ ህዝብ ተወካዮች ምክር ቤት እንዲተላለፍ ወስኗል፡፡

Regarding Peace and Security

The root of Ethiopia’s peace and security challenges lies in misguided political thinking, particularly the spread of ignorance-driven politics. This fosters division, conflict, and a culture of entitlement without any meaningful work or contribution. True wisdom and progress come through work, education, and productivity. Power struggles are another driver—those who seek to gain through violence, force, and rumour undermine peace and democracy. Violence cannot bring lasting victory; it only leads to destruction. Poverty, unemployment, and deep-rooted racism also fuel instability. When racism and backwardness go unchecked, they become threats to national unity. These internal issues, compounded by foreign interference and provocateurs, further destabilise the country. To achieve lasting peace, Ethiopians must reject divisive ideologies, confront extremists, and commit to work, education, and unity.

Regarding the Role of the Amhara Region Community in Peace

The community must speak up without hesitation: “Don’t kill for me, don’t die for me. Don’t block education, work, or the delivery of essential resources like fertiliser.” The recent stand by the Amhara people—calling for peace and development and declaring “enough is enough”—is a strong and commendable message to all. This public demand must be answered with respect and action. Citizens should hold leaders accountable by asking: What have you contributed? Have you paid taxes? Whom have you served? Are you loyal to the people? The community has a vital role in sustaining peace and fighting corruption. Peace is something we build together. Ethiopia’s past conflicts have been resolved through effort, and relative peace has enabled growth in agriculture, mining, and tourism. Now, we must protect and strengthen that peace by working collectively to address remaining challenges.

Regarding the Tigray Region

The Pretoria Agreement has brought relief to Tigray, ending daily loss of life and creating a peaceful path forward. It has also introduced a new approach—engaging former combatants in the interest of national unity. Essential services like telecom, banking, and air travel have fully resumed. While displaced residents of Raya have returned, returns to Wolkait are still pending; the government remains committed to ensuring all displaced people go back to their homes. Rehabilitating and reintegrating former fighters is a priority and supports the region’s interim administration. The federal government continues to pursue peace, but misunderstandings and false hopes of foreign support have led some to wrongly push for renewed conflict. What Tigray needs is peace and dialogue—not war. Religious leaders and elders must help prevent escalation. The government’s position is clear: we seek no conflict and aim to resolve issues without firing a single shot. All Ethiopians, including the people of Tigray, must contribute to national dialogue and lasting peace.

Regarding Relations with Neighbouring Countries

Ethiopia and its neighbours are interconnected—neither exists in isolation. While unresolved issues remain, our goal is to foster cooperation and mutual benefit. Our pursuit of port access is rooted in peaceful negotiation and respect for sovereignty, not force. Ethiopia is a sovereign nation with a large economy, a growing population, and a capable, modern army. We have not engaged in conflict with any neighbour over the past seven years and remain committed to peace. We do not seek confrontation with Eritrea or any other country—and expect the same in return. Our vision is one of shared progress and stability. However, if our peace is threatened, Ethiopia has the strength to defend itself. Despite historical and ongoing challenges, Ethiopia will persevere, prosper, and continue moving forward.

The IAEA’s support in Ethiopia spans a wide range of sectors, including cancer care, veterinary health, tsetse eradication, nuclear engineering, and regulatory frameworks. Our discussion focused on ongoing assistance and opportunities for future collaboration.
