The bill should simply state: master valence is unconstitutional without an individual warrant for each and every vehicle, license plate, or Persons monitored in any manner without a warrant on each individual monitor. All federal funding for infrastructure will be revoked from that state, regardless of how low the municipality is in, which is using said devices on their roadways. This is not just a FLOCK camera issue, it is a surveillance issue. And it should also mandate that FLOCK destroys all data collected to never be recovered.
