Why do we say "Delaware County is Where Pennsylvania Began"?

Because William Penn first set foot in Pennsylvania in Chester (then named Upland).

On October 28 or 29, 1682, the ship 'Welcome' sailed up the Delaware River and anchored near at the mouth of the Chester Creek.
