After three days of collective action and multi-sector support, the 2nd National Summit on Decongestion of the Justice Sector Coordinating Council has concluded—bringing the country closer to decongested jails and prisons, while affirming the shared commitment to improve the living conditions and the humane treatment of persons deprived of liberty (PDLs).
With the proposed reforms emerging from this productive Summit, hopes for providing more dignified conditions in jails and prisons have been strengthened—reinforcing the essence of rehabilitation to every PDL, from their incarceration to their reintegration to the community.

In her opening remarks, SC Associate Justice Maria Filomena D. Singh, Chairperson of the JSCC Technical Working Group on Processes and Capacity Building and of the Steering Committee that conducted the first Summit, said the pilot Summit delivered concrete proposals on facing the problem of congestion.
Aside from the Judiciary, the Executive branch through the DOJ also pioneered initiatives to further decongest jails and prisons, as discussed by DOJ Acting Secretary Fredderick Vida.
The DILG, for its part, settled more than half a million cases at the barangay level through the Katarungang Pambarangay, according to DILG Undersecretary Rolando C. Puno, who represented DILG Secretary Juanito Victor Remulla.
