The likelihood of Azerbaijan launching a war against Armenia is high. What should the USA and the EU do? The USA and the EU remain committed to advancing the process of establishing a lasting peace between #Armenia and #Azerbaijan based on mutual recognition of each other's sovereignty, border inviolability, and territorial integrity.
This information is mentioned in the joint statement about the #USA-#EU summit. US President Joe Biden received the leaders of the European Union, European Council President Charles Michel and European Commission President Ursula von der Leyen, at the White House on Friday.
The US and the EU have called on Azerbaijan to ensure the rights and safety of people who remain in #NagornoKarabakh or who wish to return to their homes. All parties were called upon to refrain from using force or threats of force.
The joint statement of the two power centers of the West on their commitment to advance the Armenia-Azerbaijan settlement process is important, especially since Azerbaijan and #Russia have been trying to exclude the West from the process in recent weeks.
Seven days ago, #Putin announced in Bishkek, within the framework of the meeting of the #CIS leaders, that Moscow is ready to help Armenia and Azerbaijan in concluding a peace agreement and proposed to hold the negotiations in #Moscow. In addition to Vladimir Putin, at the same time, Ilham #Aliyev also expressed his wish that the #Armenian-#Azerbaijani agreement be signed under the auspices of Moscow. At the meeting with the heads of security services of the CIS countries, Aliyev announced that Moscow is the best mediator in the Armenian-Azerbaijani negotiations.
He harshly criticized the "Western sponsors of Armenia" and stated that there is no alternative to Russia's mediation mission. "We gratefully accept Russia's mediation, because Russia is our neighbor and ally, as well as Armenia's ally. This country is located in our region, unlike those located thousands of kilometers away" Ilham Aliyev emphasized.
However, the situation up to now indicates that the leadership of Armenia is in no hurry to accept Aliyev's and Putin's invitation to negotiate in Moscow.
Armenian Foreign Minister Ararat Mirzoyan didn't go to Bishkek, and the trilateral meeting of #Lavrov-#Bayramov-#Mirzoyan did not take place. The Prime Minister of Armenia refused to participate in the meeting of the Council of Heads of CIS Member States.
Russia and Azerbaijan are trying to exclude the #UnitedStates and the #EuropeanUnion from the Armenian-Azerbaijani process. However, the US and the EU have once again assured that they will not only stay in the process, but also directly call on Azerbaijan to ensure the rights and safety of people who remain in Nagorno #Karabakh or who wish to return to their homes, as well as to refrain from using force or threats of force.
However, Azerbaijan and Russia are dictatorial regimes professing strict authoritarianism. There's a big risk that Russia, through Azerbaijan, will carry out new military attacks against Armenia to capture the "3 enclaves or 8 villages," as well as the desired "Zangezur Corridor" of Azerbaijan and Russia.
Azerbaijan has no legal grounds to prove the existence of Azerbaijani enclaves on the territory of Armenia. For this reason, Azerbaijan may prefer to occupy the "8 villages" by military force, because it will not be able to justify the talk of "8 villages" during the border demarcation commission.
Azerbaijan doesn't have a decision issued by the #USSR state with any legal basis, which would testify to the existence of enclaves. Experts controlled by Azerbaijan have started to say that they will no longer talk about enclaves, but that Armenia has occupied the territories of Azerbaijan.
Since they don't have the grounds to prove the existence of enclaves in the territory of Armenia, they will not emphasize the enclaves, but will talk about the occupation of 8 villages in order to get rid of the burden of proving the grounds for the existence of the enclaves.
And since European specialists should also participate in the delimitation, there is a possibility that they may consider Azerbaijan's claim about enclaves as unacceptable. Even if Azerbaijan finds justifications, it will not want on the principles of reciprocity to return to Armenia the Artsvashen/Bashkyend enclave, the lands seized from the four villages of Tavush, as well as the territories seized in 2021/2022․
Here, the danger of Azerbaijan's #military attack becomes real, in order to occupy the "8 villages" and not to return the occupied Armenian territories to Armenia. So, the call to Azerbaijan by the US and the EU not to use force is appropriate, but it is not enough to prevent Azerbaijan from occupying new territories.
There's an easy solution to the problem of enclaves: to leave the situation as it's now, that's, to exchange the enclaves. However, the problem is bigger than the process of exchange of enclaves.
Russia, Azerbaijan, and Turkey intend to solve all these issues in their trioka format. This means that the risk of putting pressure on Armenia through #military attacks will increase.
In order for Armenia to refuse to insist on conducting the Armenian-Azerbaijani negotiations in the formats of the US or the EU, there's a risk that Azerbaijan against Armenia will carry out military attacks under the auspices of Russia.
In other words, the Russians and Azerbaijanis can occupy territories from Armenia: the "8 villages," the "Zangezur Corridor," and confront Armenia with a fait accompli, after which the Armenian side will be forced to go to the Russian-Turkish-Azerbaijani negotiation format.
In order for the US and the EU to be convinced that military-#political blackmail will not be used against Armenia and #Yerevan will not be forced to go to Moscow to negotiate, it is necessary to increase the level of security and defense capabilities of Armenia.
The restoration of the balance of power, or at least the approach of the ratio, will force Azerbaijan, which enjoys the support of #Turkey and Russia, to abandon the goal of attacking Armenia, and go to Western formats to participate in constructive negotiations.
Unfortunately, the history of the absorption of Nagorno Karabakh by Azerbaijan proved that the President of Azerbaijan can break the promise and solve the problem by military force. The other day, Aliyev was proud that he conquered Nagorno Karabakh by #war.
Nothing prevents Aliyev from starting a war against Armenia now. For the obvious reason that I do not consider the scenario where Aliyev agrees to negotiate in #Western formats․ There are few risks there, and it is pointless to talk about them at this moment. It is more likely that Azerbaijan and Russia will boycott the Western formats, which is a problem that needs to be solved.
Sometimes, it seems to me that Western diplomats and heads of states do not know Ilham Aliyev's dictatorial character very well. I hope, the problem of the West is only there.
