At the Verkhovna Rada, I met @IBerroAmadei, Chair of the Committee of Ministers of the Council of Europe. She emphasised that Europe’s security is inseparable from Ukraine’s security and that her visit is a clear signal of solidarity. I especially value Isabelle’s words that the Ukrainian Parliament, which continues to function during the war, remains a living heart of democracy and an example for all of Europe.
For Ukraine, three issues remain fundamental: the Special Tribunal for the crime of aggression, an effective compensation mechanism, and compensation for the damage caused by russia using russian assets. Crimes must be punished in accordance with international law, and the aggressor state must bear full responsibility.
We also discussed the new Council of Europe Action Plan for Ukraine for 2027–2030 — “Democratic Security for Ukraine.” It is intended to strengthen Ukraine’s democratic resilience, the rule of law, human rights, an independent judiciary, and support our path toward EU membership.
We value the Council of Europe’s leadership. For Ukraine, it is important that support for democracy goes hand in hand with holding russia accountable for the crimes it has committed.
Today, I was glad to welcome to Kyiv my colleague @IBerroAmadei in her capacity as President of the @CoE Committee of Ministers.
I briefed her on Russia’s barbaric terror against Ukrainian civilians, businesses and critical infrastructure, ongoing peace efforts and the situation on the battlefield.
We paid particular attention to accountability, as the Monégasque Presidency has made support for Ukraine and accountability for Russia’s war crimes a core priority as it leads the Council of Europe’s Committee of Ministers.
Our discussion focused on the Special Tribunal for the Crime of Aggression, the Register of Damage, the International Claims Commission and the future Compensation Fund. The Monégasque Presidency’s support is vital to advancing these initiatives and ensuring that all perpetrators are held accountable.
We agreed that pressure on Russia must be increased not only through international mechanisms, but also through further sanctions, particularly targeting Russia’s military-industrial complex and the resources sustaining its war machine.
I thanked my colleague for all the support on other important tracks as well, in particular the decision to join the International Coalition for the Return of Ukrainian Children. This is yet another important signal that the world condemns Russia’s crimes against Ukrainian children and that the abduction and deportation of Ukrainian children will never be accepted or legitimised.
Energy security ahead of winter was another important part of our discussion. We explored how we can work even more closely together to strengthen Ukraine’s resilience in the face of continued Russian attacks on our energy system.
I also expressed gratitude for the Monégasque contribution to the work of the International Alliance for the Protection of Heritage in Conflict Areas (ALIPH) and for supporting efforts to safeguard Ukraine’s cultural heritage, including museum collections.

Now that the hospital has been damaged by a Russian strike, there are people under the rubble, and the exact number of casualties is still unknown. Right now, everyone is helping to clear the rubble – doctors and ordinary people.
Russia cannot claim ignorance of where its missiles are flying and must be held fully accountable for all its crimes. Against people, against children, against humanity in general. It is very important that the world does not remain silent about this now, and that everyone sees what Russia is and what it is doing.
