We, the Diploma holder JE Aspirants of OSSC CTSRE-2024, are sitting peacefully in front of OSSC demanding publication of our DV result. The recruitment was halted due to a High Court case, which has been disposed of this morning. As per the judgment, there is now no cause to stop or delay the process.
We humbly request immediate action to speed up the recruitment process.

How a common man/ student plan there any work/Exam, if the train is delay by 9 hr 44 min or more. The Utkal Express (18477) supposed to reach a station at 4:50 am but now it may be reached at 12:30 pm, Is it justify?

ପୂର୍ବତନ ସରକାର ଓଡ଼ିଶା ଇଞ୍ଜିନିୟରିଂ ସେବା (ପଦ୍ଧତି ଏବଂ ନିଯୁକ୍ତିର ସର୍ତ୍ତ) ନିଯୁକ୍ତି ନିୟମ 2012 କୁ ପରିବର୍ତ୍ତନ କରିଥିଲେ ଏବଂ ଏହାକୁ ସଂଶୋଧିତ କରି ଓଡ଼ିଶା ଇଞ୍ଜିନିୟରିଂ ସେବା (ପଦ୍ଧତି ଏବଂ ନିଯୁକ୍ତିର ସର୍ତ୍ତ) ନିଯୁକ୍ତି ନିୟମ 2021 ଆଣି ଥିଲେ। ଓଡିଶାର ମାନ୍ୟବର ହାଇକୋର୍ଟ 2022 ର W.P. (C) ନମ୍ବର 15738 ରେ ଏହି ସଂଶୋଧନକୁ ରଦ୍ଦ କରିଦେଲେ। ପରବର୍ତ୍ତୀ ସମୟରେ, ଜଳ ସମ୍ପଦ ବିଭାଗ ଆଉ ଥରେ ଓଡିଶା ଇଞ୍ଜିନିୟରିଂ ସେବା (ନିଯୁକ୍ତି ପ୍ରଣାଳୀ ଏବଂ ସେବା ସର୍ତ୍ତ) ନିଯୁକ୍ତି ନିୟମ 2023 କାର୍ଯ୍ୟକାରୀ କରିଥିଲେ। ଏହି ସଂଶୋଧନ କୁ ଜଳ ସମ୍ପଦ ବିଭାଗ ଏକ ପ୍ରତିଶୋଧ ପରାୟଣ, ହୋଈ କାର୍ଯକାରୀ କରି ଥିଲେ।

ଓଡ଼ିଶା ର ସମସ୍ତ ଇଞ୍ଜିିୟରିଙ୍ଗ୍ ବିଭାଗ ମାନବ ସମ୍ବଳ ଅଭାବର ସମ୍ମୁଖୀନ ହେଉଛି। ଯାହା ଫଳରେ ବିକାଶମୂଳକ କାର୍ଯ୍ୟକଳାପ ବନ୍ଦ ହେଇ ଯାଉଛି। ପୁଣି, JE ପଦବୀ ପାଇଁ ବି.ଟେକ୍ ଛାତ୍ରଛାତ୍ରୀଙ୍କ ଯୋଗ୍ୟତା ଉପରେ ମକଦ୍ଦମା ଦାୟର ହୋଇଛି। ଓଡିଶା ଡିପ୍ଲୋମା ଇଞ୍ଜିନିୟର୍ସ ସର୍ଭିସେସ୍ (ନିଯୁକ୍ତି ପ୍ରଣାଳୀ ଏବଂ ସେବା ସର୍ତ୍ତ) ନିୟମ, 2012 ଅନୁଯାୟୀ, କେବଳ ଡିପ୍ଲୋମା ଧାରକମାନଙ୍କୁ OSSC ଦ୍ୱାରା ପରିଚାଳିତ ପ୍ରତିଯୋଗିତାମୂଳକ ପରୀକ୍ଷାରେ ଭାଗ ନେବାକୁ ଅନୁମତି ଦିଆଯାଇଛି। ଏହି ପୁରୁଣା ନିୟମ ବହୁତ୍ ବର୍ଷ ହେଲା ସଂଶୋଧନ ହୋଇ ନାହିଁ। ଯାହା ଫଳରେ ସମାନ କିମ୍ବା ଉଚ୍ଚ ଯୋଗ୍ୟତା ଥିବା ପ୍ରାର୍ଥୀଙ୍କୁ ବାଦ ଦେଇ ନିଯୁକ୍ତି କରା ଯାଉଛି। ଫଳସ୍ୱରୂପ, ବି.ଟେକ୍ ଛାତ୍ରମାନେ Junior Engineer ପଦବୀ ନିଯୁକ୍ତି ପାଇଁ ଯୋଗ୍ୟତା ହାସଲ କରିବାକୁ ହାଇକୋର୍ଟ ମାଧ୍ୟମରେ ଆଇନଗତ ଆଶ୍ରୟ ନେଇଛନ୍ତି।

ଯୁବପିଢିଙ୍କୁ ରୋଜଗାରର ସୁଯୋଗ ପ୍ରଦାନ ବିଷୟରେ ବାରମ୍ବାର ଦାବି କରୁଥିବା ଏହି ସରକାର ଦେଇଥିବା ପ୍ରତିଶ୍ରୁତି ପାଳନ କରିବାରେ ବିଫଳ ହୋଇଛନ୍ତି। ଏହା ପରିବର୍ତ୍ତେ, ଏହା GATE ଏବଂ ଅଣ- GATE ଛାତ୍ରମାନଙ୍କ ମଧ୍ୟରେ, ଏବଂ ବି.ଟେକ୍ ଏବଂ ଡିପ୍ଲୋମା ଛାତ୍ରମାନଙ୍କ ମଧ୍ୟରେ ବିବାଦ ସୃଷ୍ଟି କରିଛନ୍ତି | କୋର୍ଟରେ ଚାଲିଥିବା ବିବାଦର ସମାଧାନ ନକରି କିମ୍ବା କୋର୍ଟର ବିଚାରକୁ ଅପେକ୍ଷା ନକରି ସରକାର ଅବସରପ୍ରାପ୍ତ କର୍ମଚାରୀଙ୍କ ମାଧ୍ୟମରେ ଖାଲି ପଦବୀ ପୂରଣ କରିବାକୁ ଚେଷ୍ଟା କରୁଛନ୍ତି, ଯୁବ ଇଞ୍ଜିନିୟରିଂ ସ୍ନାତକମାନଙ୍କର ଆକାଂକ୍ଷାକୁ ଏଡ଼ାଇ ଦେଇଛନ୍ତି।

ଛୋଟ ଛୋଟ ତ୍ରୁଟି ଯାହା ସରକାରୀ ସ୍ତରରେ ସମାଧାନ ହେବ, ସରକାର ତାକୁ ସମାଧାନ ନ କରିବା ଦ୍ୱାରା ସମସ୍ତ ମାମଲା କୋର୍ଟ କୁ ଯାଉଚି ଏବଂ କୋର୍ଟ ରେ ବର୍ଷ ବର୍ଷ ଧରି ଗଡି ଚାଲିଛି। ଫଳରେ ସମସ୍ତ ଟେକ୍ନିକାଲ ବିଭାଗ ରେ ହଜାର ହଜାର ପଦବୀ ଖାଲି ପଡ଼ିଛି। କିନ୍ତୁ ସରକାର ଏସବୁ ପଦବୀର ପୂରଣ ପାଇଁ କୌଣସି ସକାରାତ୍ମକ ପଦକ୍ଷେପ ନ ନେଇ ଏକ ବିଚିତ୍ର ଯୋଜନା କରିଛନ୍ତି। ଯଦ୍ୱାରା ତେଲିଆ ମୁଣ୍ଡ ରେ ତେଲ ଢାଳିବା ଭଳି ଅବସରପ୍ରାପ୍ତ ଚାକିରିଆ ସବୁଦିନ ରୋଜଗାର କରିବେ ଏବଂ ହଜାର ହଜାର ବେରୋଜଗାର ଉଚ୍ଚ ଶିକ୍ଷିତ ଛାତ୍ରଛାତ୍ରୀ ସବୁଦିନ ବେକାର ରହିବେ।
