Asuka strokes Shinji's cheek on the red beach because she has empathy for his pain, and she calls him "disgusting" because she's repulsed by his actions. Asuka is the audience surrogate of End of Evangelion.

@fairyIovesyou You have to remember, too, that one of the themes in Evangelion is how people use sex as a replacement for connection. This scene comes directly after Shinji is forced to kill the only person he's ever had a genuine connection with, and he's desperate to find that again.
