The changes the Howard Government made in 1999 to Capital Gains Tax were supposed to boost investment in the share market.
Instead, they turbo-charged property as an investment vehicle.
And that fundamentally altered the equation for first home buyers – and for young Australians.
Since 1999, house prices have risen by over 400%. More than twice as fast as average incomes.
And in the same period, home ownership rates for Australians aged between 25 and 34 fell by 7% points.
It is no wonder that more and more young people – and indeed their parents and grandparents - have been worrying they will never own a home.
That feeling of having the deck stacked against you is only magnified when young Australians turn up to an auction and get outbid by property investors being given a leg up from the tax system.
Our reforms to negative gearing and capital gains tax remove these distortions.

Tuesday night’s Budget was a big pro-supply Budget.
We’re investing another $2 billion in housing enabling infrastructure - the roads, water and sewerage that actually unlock new homes.
That brings our total investment in housing enabling infrastructure to $6.3 billion since coming to government, with billions more available.
That’s more than the Coalition promised at the last election - and more than 50 times what they actually invested over a decade in office. They promised $1 billion. In the end, they spent just $123.5 million.
And our infrastructure investment was just one supply measure in the Budget - we also took further action to speed up housing approvals and streamline construction standards nationwide. This could unlock tens of thousands of more homes and builds on our ambitious $47 billion Homes for Australia plan.
We’re not just making promises - we’re delivering. New housing commencements are up 26% on this time last year.
Real progress is being made. But we know there’s more work to do.
