THE GHS2.6BILLION DUBIOUS, DUPLICATIVE & DEADLY DIGITALIZATION DEALS IN GHANA’S HEALTH SECTOR — PART 2

BAWUMIA’S MANIFESTO TEAM MEMBER GRABS JUICY SINGLE-SOURCED GHS245MILLION CONTROVERSIAL CONTRACT

As demonstrated in Part 1 — digitalization has become the new conduit for mega looting of billions of taxpayer and donor funds through dubious, duplicative and deadly single-sourced procurements even as conditions in the health sector continue to deteriorate alarmingly.

Seeing how lucrative the digitalization booty has been so far, a few more crony companies have been invited to the looting party apparently to come “bamba with the big boys” (all royalties paid to Goya Menor & Nektunez).

SOA Oversight has intercepted latest documents confirming a controversial approval by the Public Procurement Authority (PPA) dated 5th October, 2023 to an entity known as Spectrum Fibre Limited. (A copy is duly attached).

The procurement approval letter in issue is signed by PPA Chief Executive, Mr. Frank Mante and addressed to the Director-General of the Ghana Health Service, Dr. Patrick Kuma-Aboagye.

The intercepted PPA letter grants the Ghana Health Service approval to single source Spectrum Fibre Company Limited to “build a Wide Network (WAN) Connectivity Services and Data Solution Centre for GHS’ 745 sites in all regions on an Indefeasible Right of Use (IRU) basis for a 10-year period valued at a colossal US$18,480,125.00.”

At the current exchange rate, that is a staggering GHS245million.

Top officials within Ghana’s health sector who have spoken to me on condition of anonymity are outraged at this Spectrum Fibre US$18.48million (GHS245million) sweetheart deal mainly because they are convinced it is a needless and cruel duplication.

These top deep-throat sources say what Spectrum Fibre has been handpicked to do are already contained in the massive US$100million (GHS1.3billion) contract also awarded under an opaque single-source procurement method in 2017 to Lightwave eHealthcare Solutions Limited. These assertions are correct as confirmed by documents on the Lightwave project which I published in yesterday’s Part 1.

It is instructive to note that since the roll out of the Lightwave single-sourced contract, Ghanaian taxpayers have paid Lightwave a colossal sum of GHS595,873,749.23.

In Part 1, I provided details of Lightwave’s 2023 payment which amounted to GHS246,893,710.

In Part2, I hereby submit incontrovertible details of all payments to Lightwave from the inception of the contract to 2022 amounting to another GHS348,980,039.23 as seen below:

With over GHS595million already paid to Lightwave under this supposedly bankrupt economy, every patriotic Ghanaian would be on the side of these top officials within the health sector who are livid and have legitimately had enough of the needless duplication and reckless dissipation of resources for private gain in the name of digitalization.

Investigations by SOA Oversight into the latest kid on the block — Spectrum Fibre Limited have led to very interesting findings.

It’s really heartbreaking listening to Ghanaian athletes at the 13th African Games lament about official neglect, buying their own kits, arriving to games in buckets of rickety pick-up trucks etc.

From my impeccable oversight tracking — Ghana’s Ministry of Youth and Sports has received a massive GHS215,558,167.32 from the Ministry of Finance for such expenditures.

I am also keenly monitoring outstanding PVs from single-sourced contractors amounting to a staggering GHS196,553,919.54 which are about to be paid this week.

Our athletes do not deserve this shabby and cruel treatment when despite Ghana’s current economic crisis, taxpayers are coughing over GHS412million for the very things athletes are complaining about.

Where is all the money going?

Ghana’s hosting of the 13th African Games is the next big scandal.

My attention has been drawn to malicious reports and dubious fact-check flyers by a pro-government and pro-Bawumia group known as The New TESCON Informants seeking to discredit my earlier oversight publication on the damning Auditor-General’s report on inflated single-sourced cocoa road contracts and how the Bawumia family are key beneficiaries.

In the circumstances, I am left with no other option than to publish more intercepted documents to vindicate the truth and eliminate any lingering doubt.

I am today publishing a copy of the single-source approval obtained from the PPA dated 14th May, 2020 and signed by Acting Chief Executive, Mr. Frank Mante.

Note from the PPA intercepted document that Resource Access Limited owned by the Veep’s brother, Abraham Bawumia was awarded two single-source cocoa road contracts with values GHS54,263,718.64 and GHS29,468,546.54. This is consistent with my earlier exposé.

It is instructive to observe that the company belonging to the Bawumias — Resource Access Limited, received the biggest single contract award, and they were also the only company on the PPA list to receive two single-sourced cocoa road contracts valued in excess of a colossal GHS83million.

The second intercepted document I publish is the GHS54,263,718.64 contract Award Notification Letter from Ghana Cocoa Board to Resource Access Limited dated July 02, 2020 and signed by Chief Executive, Hon. Joseph Boahen Aidoo.

The third intercepted document also duly attached is a contract amendment letter from the Ghana Cocoa Board signed by Hon. Joseph Boahene Aidoo which revised the contract title and also revised the contract sum upwards to GHS54,262,878.84 for the Effutu-Abremagona & Effutu - Sorodofo feeder road project.

For now, I shall reserve the other intercepted documents on the massive single-source procurement activities of the Bawumias across multiple government agencies as I observe the next malicious move from these pro-government and pro-Bawumia groups.

The incredible irony is that as we all recall, Vice President Bawumia was very loud in opposition against single-sourced inflated contracts, and he did not hesitate in launching vicious attacks on the former government.

We must consistently oppose wrongdoing in principle, and in the national interest — we must not criticize wrongdoing because it doesn’t benefit us or our families.

Fundamentally, all patriotic citizens must be outraged by the depressing findings from the Auditor-General that 87% of Cocoa Roads were single-sourced; that the non-competitive contracts were inflated by up to three times the actual value and that COCOBOD budgeted GHS1.3billion and ended up recklessly and opaquely awarding inflated contracts to the sum of GHS13billion.

Ghana’s current economic crisis, debt distress and bankruptcy are clearly self inflicted.
