Not necessarily. If the court feels a reorg plan submitted by @CelsiusNetwork is fair to all parties, it could be approved, even in light of or in the absence of, any creditors reorg plans submitted. I believe the judge will listen to creditors though before approval of any plan.

@CelsiusNetwork @Mashinsky have 120 days exclusively (unless extended up to 18 months with cause) to present a reorg plan. However any plan must ultimately be approved by the court! If the judge does not feel it is fair to all parties, the judge can look to creditors for plans.
