@sc_cath Yes energy efficiency in the existing housing stock is not a silver bullet. But does a gap of 20%-30% efficiency not justify a subsidy? It should depend on the size of the subsidy. It could if it makes a difference to households choice of renovating.

Today the OECD released new figures showing developed countries provided and mobilised a total of USD 115.9 billion in #ClimateFinance for developing countries in 2022.
This is a 30% increase, or USD 26.3 billion, from 2021.

Development aid is tiny as compared to the challenges and also to public spend of the partner govs. The effectiveness agenda needs to be pushed to focus more on influencing of the public sector and leveraging of the private sector. Too little thinking on this.
