Africa’s ability to finance its own development depends on how effectively it can retain, collect, and manage its resources.
The African Union is advancing tax justice by driving coordinated continental action to curb illicit financial flows, strengthen tax systems, and improve governance. Through frameworks aligned with Agenda 2063 and instruments such as the AU Convention on Preventing and Combating Corruption, the AU is supporting Member States to modernise revenue administration, enhance transparency, and enforce accountability.
Institutions like the @AUABC_ and the @APRMorg are strengthening oversight and governance, while the @AfCFTA is helping formalise trade and reduce financial leakages.
This is how Africa is building fiscal sovereignty mobilising domestic resources, reducing dependency, and ensuring that the continent’s wealth works for its people. #Agenda2063
Hosting the Fifth Session in Abuja provides an opportunity for Nigeria, through the @NigeriaRevenue (NRS), to contribute to continental dialogue on tax administration reforms and domestic resource mobilisation strategies, while strengthening collaboration among African tax administrations and institutions.

CLARIFICATION ON THE FIRS–DGFiP MEMORANDUM OF UNDERSTANDING
12th December 2025
The Federal Inland Revenue Service (FIRS) has noted recent publications and social media commentary expressing concerns regarding the Memorandum of Understanding (MoU) recently signed with France’s Direction Générale des Finances Publiques (DGFiP). While FIRS appreciates the public interest and patriotic concern, it is important to clarify that the MoU is a strictly technical assistant and capacity-building framework. At no point does it grant France access to Nigerian tax data, digital infrastructure, or operational control of our systems. All Nigerian laws regarding data protection, sovereignty, and cybersecurity remain fully in force, and the MoU includes robust confidentiality and data protection provisions.
The DGFiP is one of the world’s most sophisticated tax administrations, with over 100 years of institutional experience, a workforce exceeding 90,000 professionals, and globally recognized expertise in digital tax systems, institutional governance, taxpayer services, and public finance management. This partnership is advisory, non-intrusive, and mutually beneficial, designed to strengthen FIRS’ institutional capacity as it transitions into the Nigerian Revenue Service (NRS). The collaboration provides Nigeria with a unique opportunity to learn from international best practices in workforce management, digital transformation, tax policy development, and regional cooperation, while ensuring that Nigeria retains full control over its tax administration and data.
Contrary to suggestions in some quarters that local technology providers are being sidelined, FIRS continues to engage and collaborate with Nigerian innovators, including NIBSS, Interswitch, PayStack, and Flutterwave. The MoU is not intended to deliver technical services, but rather to provide capacity-building, advisory support, and knowledge sharing based on DGFiP’s extensive institutional experience. The collaboration focuses on institutional strengthening, workforce development, digital transformation guidance, taxpayer education, policy modernization, and regional integration—all fully aligned with Nigeria’s sovereignty and national interests.
FIRS welcomes informed public discourse on tax reforms, but it is critical that such discussions accurately reflect the content and intent of the MoU. Far from compromising national control, this agreement represents a strategic initiative to modernize Nigeria’s tax administration, enhance institutional capacity, and strengthen the country’s long-term economic resilience. Nigeria remains fully in command of its tax systems, data, and policy direction. FIRS remains steadfast in its commitment to transparency, professionalism, and collaboration in the pursuit of national development.
E-signed

Director, Intergovernmental Affairs,
Federal Inland Revenue Service

The Minister of Finance, Wale Edun, and the ECFIRS, Zacch A. Adedeji PhD, visited the UAT grounds to assess progress.
Representatives from key regulatory and trade bodies that participated in the inaugural session included the Nigeria Agricultural Quarantine Service (NAQS), Standards Organisation of Nigeria (SON), National Environmental Standards and Regulations Enforcement Agency (NESREA), the Nigeria Customs Service (NCS), the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN) as well as importers, exporters, clearing agents, freight forwarders.
The engagement allowed the organisations to test functionalities, validate workflows, and align on expectations ahead of the platform’s deployment.
The commencement of testing brings Nigeria closer to making the NSW operational with the aim of harmonising documentation, cutting trade costs and eliminating duplication.
The visit demonstrated the strong commitment of the Federal Government to ensuring the successful implementation of the NSW initiative, which aims to transform Nigeria’s trade ecosystem through a unified digital platform.

FIRS Commissions CNG Plant at New Corporate Headquarters, Reinforces President Tinubu’s Clean Energy Agenda
The Federal Inland Revenue Service (FIRS) today commissioned the newly installed Compressed Natural Gas (CNG) Plant at its new Corporate Headquarters in Abuja, marking a significant step in advancing the Federal Government’s clean energy transition.
The commissioning ceremony was led by the Chairman of the Presidential Compressed Natural Gas Initiative (PCNGi) @IsmaeelAhmedB , who was received by the Chief of Staff to the Executive Chairman, FIRS; the Coordinating Director, Support Services Group (SSG); and other top management staff of the Service.
The adoption of CNG aligns directly with President Bola Ahmed Tinubu’s commitment to reducing energy costs, promoting environmental sustainability, and accelerating nationwide CNG adoption as part of the broader energy transition strategy.
The FIRS remains committed to innovation and operational excellence in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.
He called for Nigeria to explore opportunities in: Public-Private Partnerships (PPPs), strengthened overeign wealth and stabilization funds, performance-based tax incentives, carbon taxes and climate financing, and deepening domestic capital markets through bonds and blended finance.
The ECFIRS closed by stressing that dwindling revenues present not just a crisis but an opportunity for Nigeria to reform, innovate, and build a stronger economic foundation. He reaffirmed FIRS’ commitment to becoming one of the world’s most efficient and trusted revenue authorities, driving fiscal sustainability and national development.
#BeyondRevenue
“Resilient economies are not those that avoid hardship, but those that turn adversity into a catalyst for transformation,” he stated.
The ECFIRS spoke on the role of FIRS in Building Resilience. He highlighted major reforms at FIRS, including: TaxPro Max, e-TCC, and other automation tools that enhance compliance, ongoing comprehensive tax law reforms to simplify, unify and modernize Nigeria’s tax system, collaboration with states to harmonize taxpayer data and reduce multiple taxation and institutional reorientation of FIRS toward transparency, professionalism, and service excellence.
FIRS Chairman Zacch Adedeji Praises President Tinubu’s Bold Economic Reforms as He Delivers Lecture on Nigeria’s Revenue Resilience
The Executive Chairman of the Federal Inland Revenue Service (FIRS), Zacch Adedeji, PhD, has called for bold fiscal reforms, economic diversification, and institutional strengthening as Nigeria responds to the realities of dwindling revenue.
He made the call while delivering the 2025 Distinguished Public Lecture at the University of Ilesa, themed “Economic Resilience in an Era of Dwindling Revenue.”
Addressing an audience of scholars, policymakers, and students, Zacch A. Adedeji PhD said dwindling revenues—driven by global disruptions, shifting energy dynamics, the digital economy, and rising debt—present not a crisis, but an opportunity for Nigeria to rebuild smarter and stronger.
The ECFIRS used the platform to acknowledge and commend President Bola Ahmed Tinubu GCFR for his bold, strategic, and resilient leadership in steering Nigeria’s economy through a period of significant global and domestic challenges. He praised the President’s courageous reforms, particularly in fiscal policy, revenue mobilisation, and economic governance, which he described as necessary foundations for long-term national stability and prosperity.

Good morning, Egbon @mrlurvy,
In the last few days, I have followed your tweet on tax & it has been enlightening but I have questions I’d love to get more clarity on:
1. Is it the duty of the tax collector to determine the amount I make yearly or based on my financial report?
