@_Hybreed_ A logical answer is that we know definitely when babies are born 100% of the time, but we don't always know when they were conceived. Although 9 months is nominal for pregnancy, but it is not all babies that are born after 9 months. Birth date is easier data to obtain.

@ipsmok I would assume they are allowed since the only tested requirements during driver's license application are the eye sight and driving competency. But I can imagine that it might be risky since they can't hear warmings from other vehicles.
