Suspended Mpumalanga Police Commissioner Alleges Political Interference by Former Minister Bheki Cele
Suspended Mpumalanga Provincial Police Commissioner Lieutenant-General Daphney Semakaleng Manamela has levelled explosive allegations of political meddling in police operations, alleging former Police Minister Bheki Cele repeatedly sought to exert direct control over sensitive investigations in the province.
Speaking at a media briefing today, Sunday morning, Manamela alleged that Cele displayed a strong “appetite” to take over operational decisions involving politically linked cases, including high-profile killings tied to ANC factionalism and tender disputes. She specifically claimed that Cele pushed for the arrest of a former CoGTA MEC during the ANC’s January 8 Statement event in 2024.
Manamela further accused National Police Commissioner Fannie Masemola of avoiding meetings with her despite repeated requests, and of approving an extended, costly hotel stay for an acting provincial commissioner and his staff in Nelspruit that ran for over 19 months and cost millions of rands.
She also referenced the centralisation of sensitive case files from provincial stations to the national level, some dating back to 2009.
Mpumalanga has long been plagued by politically motivated assassinations, often linked to internal ANC battles over government tenders and positions. Manamela’s claims echo broader allegations of interference in policing that have surfaced in recent years, including those made by KwaZulu-Natal Provincial Commissioner Lieutenant-General Nhlanhla Mkhwanazi in 2025, which triggered parliamentary inquiries and the establishment of the Madlanga Commission of Inquiry.
However, Manamela’s own position is heavily compromised. She has faced multiple suspensions since 2023 on allegations of maladministration, nepotism, abuse of power, misuse of state resources, and other misconduct. A forensic report reportedly highlighted issues including the alleged receipt of over R2 million in state-funded gifts and irregular promotions. While she successfully challenged earlier suspensions in court on procedural grounds and briefly returned to duty, she was re-suspended in 2024, with a board of inquiry into her fitness to hold office still ongoing.
Neither former Minister Cele nor the South African Police Service had issued an official response to the latest allegations by Sunday afternoon.
The claims add to a growing narrative of deep-seated tensions and alleged collusion within SAPS leadership at a time when the Madlanga Commission continues to probe organised crime infiltration, political interference, and corruption in the criminal justice system.
