پاکستان کو قائم ہوئے 78 سال گزر چکے ہیں، لیکن آج بھی ہم ایک ایسے نازک موڑ پر کھڑے ہیں جہاں ہر آنے والا سیلاب ہماری بے بسی اور نااہلی کا منہ بولتا ثبوت ہے۔ لاکھوں افراد بے گھر ہو جاتے ہیں، فصلیں تباہ ہو جاتی ہیں، انفراسٹرکچر ڈھیر ہو جاتا ہے اور معیشت پر کاری ضرب لگتی ہے، مگر افسوس! ہم ہر بار وقتی دکھ اور ہمدردی پر اکتفا کر کے اگلی آفت کا انتظار کرنے لگتے ہیں۔

ہم نے آج تک قدرتی آفات سے نمٹنے کے لئے کوئی مستقل اور سنجیدہ حکمت عملی نہیں بنائی۔ سیلاب، زلزلے اور ماحولیاتی تغیرات (Climate Change) کے خطرات بار بار ہمیں متنبہ کرتے ہیں مگر ریاست ان سے نمٹنے والے ادارے خواب غفلت میں پڑے ہیں۔

جنگلات کا بے دریغ کٹاؤ ہمارے ماحول کو زہر آلود کر رہا ہے۔ درخت جو آکسیجن دیتے ہیں، زمین کو سنبھالتے ہیں، بارشوں کو متوازن رکھتے ہیں اور سیلاب کی شدت کو کم کرتے ہیں، وہ سرمایہ ہم اپنی ہی کلہاڑی سے کاٹ رہے ہیں۔

مزید افسوس یہ ہے کہ ہم نے اپنی نئی نسل کو آج تک ماحولیاتی شعور سے آشنا نہیں کیا۔ اسکولوں اور جامعات میں Climate Change پر بنیادی تعلیم اور شعور اجاگر کرنے کے بجائے ہم نے اسے ایک غیر ضروری بحث سمجھ کر پس پشت ڈال دیا ہے۔

اب وقت آ گیا ہے کہ ہم بطور قوم جاگیں۔ حکومت اور ذمہ دار اداروں کو عملی اقدامات کرنے ہوں گے:
•جنگلات کی کٹائی پر فوری اور سخت پابندی عائد کی جائے۔
شجر کاری کو قومی فریضہ سمجھ کر ہر سطح پر فروغ دیا جائے،Climate Change سے متعلق آگاہی کو نصاب اور میڈیا کا حصہ بنایا جائے،جدید ڈیمز، واٹر مینجمنٹ اور اربن پلاننگ پر ہنگامی بنیادوں پر کام کیا جائے،قومی اور صوبائی سطح پر قدرتی آفات سے نمٹنے کے لئے مستقل ادارے اور ریسکیو سسٹم فعال کیے جائیں۔

یاد رکھیں! اگر ہم نے اب بھی غفلت کی چادر اوڑھے رکھی تو آنے والے سیلاب، طوفان اور قحط ہماری نسلوں کے مستقبل کو تاریکی میں دھکیل دیں گے،وقت کا تقاضا ہے کہ حکومت اور قوم مل کر ایک ایسی جدوجہد شروع کریں جو صرف وقتی ریلیف تک محدود نہ ہو بلکہ ایک پائیدار اور محفوظ پاکستان کی بنیاد رکھ سکے۔
