If Libya thinks Crete and Gavdos should have limited effect to Greek EEZ, then Libya should get Greece to the ICJ. Greece is wide open to such resolvings.

Keep in mind that in the 1970s Libya's case against Malta, Libya testified to court that it is facing north towards Greece and Italy. Libya mentioned nothing about Turkey.
