I mean.. in order to have a pressure gradient.. by definition, there has to be a low somewhere! But yes I agree with the point - there are situations where the strong high is the main influence, much like the beginning phase of the last nor'easter

Folks do not seem to grasp that the low itself, a storm, is not classified (as a nor'easter.)
The term simply refers to strong persistent north east winds along the coastal communities.
You actually do not need a low to have a nor'easter. A stalled continental high can duplicate.
