Limits were adjusted during the Second Intifada and tightened after Hamas took over in 2007. Security controls aren't a "siege".

A total blockade was only enacted in 2007 after Hamas took power, threw Fatah off roofs, and launched thousands of rockets. Israel fully withdrew in 2005.

As for 1967 displacement, Jordan, Egypt, & Syria launched a war to destroy Israel and lost.
