This is from Mironov. In 1897 male literacy in European Russia (the most relevant region for mobilization) was 43% and that's including older cohorts. Add to that 17 years of investment in education between 1897 and 1914. This communist (and Golovin) meme about illiterate peasants really needs to die. The overall literacy rate was pulled down by very low female literacy, but that isn't relevant for the army (unless Golovin thought half of the army was composed of women).

@shanggyangg Somehow you missed that Poland has worse gender relations than even South Korea and an abysmal TFR, unlike Russia and Finland it doesn't even have any native high fertility religious groups. The future isn't exactly looking bright, despite Ukrainian immigration.
