देश में पीएचडी करने वाले समूहों में 2 केटेगरी है 1 जिन्हें यूजीसी, CSIR से लगायत तमाम एजेंसी से फेलोशिप 35000रु के आस पास मिलती है और दूसरी जो नॉन-नेट में 5000-8000 रु के स्टाइपेंड पाते हैं जो के अनस्किल्ड लेबर के न्यूनतम दर (14,842 रु) के आसपास भी नहीं है।
