@cmcalgary Looks like a construction activity field book from an engineer. CCC likely references Construction Completion Certificate, typically for repair of deficient items. With the size of "the City" no chance it'll find its owner there. Post more pic to guess the projects it references.

Mid block crossings and #ContinuousSidewalk on 3 Ave SE. A part of the City's plan to improve walking and wheeling safety for everyone. This one features a concrete crossing, bump out, and metal grates to allow water to drain along the existing curb.
