Because Ozai's goal wasn't actually to capture the Avatar, it was to get rid of Zuko.
At the time, everyone believed the Avatar had been gone for nearly 100 years and was probably dead. Sending Zuko to find him wasn't a serious military assignment; it was an impossible task disguised as a chance to restore his honor. It allowed Ozai to exile Zuko without openly admitting he was banishing his own son forever.
Azula, on the other hand, was Ozai's favorite child and one of the Fire Nation's greatest assets. He kept her close because she was useful and effective. There was no reason to send her chasing a ghost across the world when she could be serving the Fire Nation directly.
What's really telling is that Ozai only sent Azula after Aang was confirmed alive and Zuko had already made significant progress. The moment the Avatar became a real target instead of a myth, Ozai deployed his most capable hunter. That alone suggests the original mission was never meant to succeed. It was a punishment for Zuko disguised as an opportunity

Feels kinda backwards, if you're going to take some moral purist stance on Iroh, to be more concerned with the catalyst for change instead of the actions he took that actually caused people harm. makes no sense
@MuseZack The entire narrative that the civil rights movement was mostly accidental and spontaneous and non-disruptive was created to discourage future similar movements. It was pushed by the same kind of stooges that are now "uncovering the truth"
I will never in a million years understand why these guys think it's some kind of an own when they point out that the Civil Rights Movement wasn't random but actually incredibly strategic and organized and aware of optics when they planned their civil disobedience campaigns.
@BonesAndEllie I liked the idea of making Luke seem to be evil with the whole Kylo Ren situation, only for you later to learn the full truth. The execution left a lot to be desired, but I enjoyed the intrigue.
