export control action tied to Pakistan's missile programme. This is documented,

of Industry and Security (BIS) Entity List actions and a U.S. State Department
press statement, not from this report's own analysis.

On 19 April 2024 the U.S. State Department announced sanctions under Executive
Order 13382 (which targets proliferators of weapons of mass destruction and their
delivery systems), against four entities three based in China and one in Belarus for allegedly supplying missile applicable items to Pakistan's ballistic missile programmes. The same period saw the BIS add a larger group of Pakistani firms to its Entity List split across two categories: firms linked to "unsafeguarded" nuclear
activities and firms linked specifically to the ballistic missile programme.
