It has now been established that what happened in the Spanish enclaves of Ceuta and Melilla was a successful example of hybrid warfare orchestrated by the Moroccan government against Spain. Nearly 50,000 Moroccan nationals were transported from towns and villages across Morocco using trucks and other heavy vehicles organized by the government before being funneled into the two Spanish enclaves.
