All I know is you apply once you meet the minimum requirements set out in the University rules.

There is a consensus that all District Service Commissions are corrupt, then it means both @NRMOnline and @NUP_Ug & colleagues are alike.

@MorrishOkot @SpireJim @BalaamBarugahar @NRMOnline The district service commission has a 4 year term and is appointed by the Chairperson of the district, so every district Chairperson gets a chance to appoint a commission in his/her term and thus the District executive committee has more control over the DSC, NRM or Opposition.
