Initially rationale for a new law/authority was to strengthen reguln of vet medicines, biologicals & equipment that had been misplaced in NDA law & policy. In proposed Food & Agric Authority, Veterinary aspect is hidden & original purpose is lost.

If Governments could adopt Voluntary political participation in legislation or parliaments, then the world would enjoy the legislation that provides for people. Or else it shall be not uncommon to see legislators scoop big off National budgets to quench their endless thirst.
