Mergers are done to bring synergy, in Organisations performing critical functions involving SAFETY OF MILLIONS OF PASSENGERS, Functional Specialisation is the way forward.

To end ‘departmentalization’ and bring a turn around in Indian Railways, the Cabinet announced merging of 3 civil services (Traffic, Accounts and Personnel) and 5 engineering services into a single service called ‘Indian Railway Management Service’.

Indian Railways is a Century Old LIVING ORGANISATION.
It's an Unique Organisation which serves 2 seemingly contrasting purposes.
1. Social Obligations.
2. Commercial Functions.
It is a service which earns it's own Revenue unlike other Public Utility Departments.
