@MuyaakaAlfred That procedure needs a serious review. Completing the bar course should give one direct access to a PC!!! The rest of the things required are just unnecessary. Degree certificates were submitted to LDC-integrate Universities and LDC so that we know who has papers and who doesn’t!

INSTITUTIONAL CORRUPTION CANNOT BE DEFEATED THROUGH ARREST OF SMALL FISH!

FOREXAMPLE WILL COURT CASE BACKLOG, DELAYED COURT DECISIONS, JUDICIAL MISCONDUCT, ABUSE OF JUDICIAL AUTHORITY, POOR QUALITY COURT DECISIONS, DELAY IN ENROLLMENT OF ADVOCATES AND OTHER INSTITUTIONAL WEAKNESSES IN THE JLOS SECTOR BE RESOLVED THROUGH ARREST OF STATE ATTORNEYS AND COURT CLERKS?

The recent arrests of low-ranking civil servants like CAOs, Town Clerks, Headteachers, Nurses and Doctors etc though welcome may create headlines, vibes and public excitement but they will not cure Institutional Corruption which is endemic in Uganda.

Corruption thrives because the Admnistrative systems are weak, accountability is selective, and those who design, protect, or benefit from corrupt networks often remain untouched. Politicians, Minisiters,Mps, Permanent Secretaries and Top Leaders and government officials are the real architects of corruption unless they are touched, corruption will not be defeated.

Real reform demands strengthening institutions, enforcing the law impartially, increasing transparency, and holding every culprit accountable—regardless of rank or political influence.

Arresting junior officers though welcome while leaving the architects of corruption untouched is treating the symptoms, not the disease.

The Constitution of Uganda places a duty on every Ugandan to fight corruption and protection of public resources. This Constitutional mandate can only be fulfilled through fair, impartial and institutional enforcement of the law BUT not public barazas!
