An administrative instruction cannot become a shield against Article 14.
If two categories undergo comparable military training, and one receives a benefit while the other is excluded, the State must show a rational basis for the distinction.
An administrative instruction or policy cannot, by itself, satisfy the test of reasonable classification.

After a while when Bofors calm down, the paratroopers starts stepping out of the cover one by one. It was difficult to believe that all the 14 of them from 5 PARA have survived.
CAPTAIN CARIAPPA goes to each man & hugs him saying “ Saale tu bhi bach gaya”.
On the other side more than 23 bodies of pakis from 33 FRONTIER FORCE were scattered on the slope in front of them.
All this happened in 1999 the #KargilWar.

Even though the matter is not adversarial, the delay in moving forward cannot be seen lightly. ESM status for Disabled Cadets deserves closure.
Non-adversarial does not mean non-urgent.
What is causing this continued delay, especially when recommendation after recommendation indicates there is no intelligible differentia in excluding disabled officer cadets from the ESM framework?
