Here's an even simpler breakdown:
HF (acid) + NaOH (strong base) → NaF (salt) + H₂O
F⁻, the conjugate base left behind, hydrolyzes water → mildly basic solution
Na₂CO₃ would give you NaF too, but via a different pathway involving unstable H₂CO₃

A bit tricky here. HF is a weak acid and NaOH is a strong base, so so once NaF dissolves, the F- is reacting to steal protons back from the water, causing hydrolysis so it ends up as >7 pH.
