Why is the plus Finance (+F) there?

The Lagos-Calabar Coastal Highway is a 700km project aimed at boosting trade and connectivity, and is being built by Hitech Construction under an EPC+F contract.

What is EPC+F?
EPC+F stands for Engineering, Procurement, and Construction plus Financing.
- Engineering (E): Hitech designs the highway, using durable technology like Continuous Reinforced Concrete Pavement (CRCP).
- Procurement (P): Hitech sources all materials and equipment, managing supply chain risks.
- Construction (C): Hitech builds the road, with Phase 1 already over 70% complete by mid-2025.
- Finance (+F): Hitech secures funding (e.g., loans) to cover costs, reducing the government’s upfront payment burden.
This Ready-to-Use model means Hitech handles everything, from design, supply, construction, and funding, delivering a finished project with minimal government risk.
Why Include Financing?
The plus Financing (+F) is crucial because of the following:
- Limited Government Funds: Nigeria can’t fully fund the project due to other priorities (e.g., healthcare, debt). Hitech’s financing (like a $747M loan in 2025) covers most costs, with the government paying a smaller share.
- Public-Private Partnership (PPP): Hitech funds the project and may earn from tolls later, ensuring sustainability. This avoids delays which are common with fully funded government projects.
- Global Investment: The +F attracts international lenders (e.g., Deutsche Bank, Afreximbank), showing trust in Nigeria’s economy and speeding up work.
- Efficiency: Hitech is motivated to finish on time and on budget since they invest their own funds, using innovative technology like the CRCP.
In summary, "Financing" in EPC+F makes the highway possible without straining Nigeria’s budget, ensures faster completion, and draws global funds, making it a smart, sustainable approach.

In 2022, Nigeria’s foreign exchange crisis led to over $850 million in International Airline ticket sales revenue being trapped due to the @cenbank's restrictions on dollar outflows as a result of a depleted FX reserve caused by dollar subsidy.
As a result of these Trappe/Blocked funds, the @NigeriaCAA banned five major airlines, British Airways, Air France, Lufthansa, Emirates, and Turkish Airlines from selling new tickets to prevent further fund accumulation. The goal was to push airlines and the government to resolve repatriation issues, enforced under the Civil Aviation Act and CBN forex rules.
The ban caused reduced flights, higher fares, and operational threats with @emirates halting its flights in and out of Nigeria at the time.
In July 2022, $265 million was released to 23 airlines, but unfortunately, trapped funds still exceeded $500 million by year-end and as a result, Nigeria was flagged by the @IATA as one of the countries with huge Airlines Trapped/Blocked Funds.
Fast forward to 2023, President Tinubu came and introduced major policies, one of which was the removal of all forms of subsidy and the unification of the Naira.
This major decision led to the growth of Nigeria's FX reserves, and by June 2024, Nigeria was able to clear all the Trapped funds and was delisted from the IATA's list.
This staggering achievement in the Aviation Sector led to a restored dignity of Nigeria's Aviation Industry on the Global stage and an improved willingness of Foreign Airlines to invest in the Nigerian Aviation market.

The WEST cannot come to us with their AGENDA in the form of a "GREEK GIFT" and expect us to fall for their tricks.
Everyone, Every Religion, and every Faith in Nigeria is affected by this insecurity wherever and whenever they occur. And while the Federal and State Governments are doing all it takes to put an end to it and ensure absolute peace returns to our communities, we must RESIST every attempt by the WEST and their SPONSORED MACHINERIES to divide us and tear down our Nation like they did with others!!
Despite our differences, Nigeria is a Nation built on UNITY and FAITH, PEACE and PROGRESS, and no AGENDA FROM THE WEST CAN STAND AGAINST HER!!!
As much as it is important for men of God such as @bishop_oyedepo, @PastorEAAdeboye, @pastorwf_kumuyi, @DavidIbiyeomie, @drpaulenenche, and others to speak up, I expect as a matter of necessity for the @cannigeria as a unified body to do a global address to counter this narrative before it eats deep into our society.
