I chaired the Third Joint Steering Committee (JSC) meeting on the implementation of the National Government–Nairobi City County Government Cooperation Agreement under the Nairobi Rising Programme, where we reviewed progress on key interventions agreed during our previous meeting.
Our discussions focused on accelerating delivery in critical sectors including water and sanitation, roads and infrastructure, security, street lighting, markets, drainage and urban connectivity. These are projects that directly impact the daily lives of Nairobi residents by improving mobility, public safety, sanitation, access to markets and the overall quality of urban living.
As we begin a new financial year, I emphasized the need for urgency, accountability and a results-oriented approach to ensure that commitments are translated into visible progress on the ground.
We also agreed that our next meeting should be accompanied by a comprehensive Presidential Progress Report capturing achievements, outstanding actions and priority areas requiring further intervention.
With an investment portfolio of KShs. 80 billion, the Nairobi Rising Programme represents a bold partnership between the National and County Governments to modernise the capital, strengthen its competitiveness, attract investment and create a cleaner, safer and more prosperous city for all Kenyans.

I joined H.E. President @WilliamsRuto at the National Productivity and Competitiveness Conference 2026 and the 2024/2025 Performance and Productivity Awards in Nairobi, where outstanding public institutions were recognised for excellence in service delivery under the Performance Contracting framework.
As the Ministry responsible for coordinating Performance Contracting and Productivity Management across Government, I emphasized the need for a cultural shift that rewards innovation, efficiency and measurable outcomes. We must reject mediocrity, low productivity and underperformance, and instead build a public service driven by merit, professionalism and impact.
I reiterated that career progression and promotions within the public service should be anchored on demonstrated performance, accountability and the ability to deliver results for citizens.
I also noted that legislation to entrench performance contracting and productivity management is ready for tabling in Parliament, providing a stronger framework to enhance accountability and improve service delivery across Government.
Ultimately, productivity is not just about targets and evaluations. It is about ensuring that every public institution delivers value to wananchi through faster services, prudent use of resources and better outcomes that improve lives and support Kenya’s socio-economic transformation.
Kenya's engagement with the Republic of Korea continues to unlock new opportunities in trade, investment, technology and skills development, reflecting the growing strength of a partnership that has flourished for more than six decades.
I joined H.E. President @WilliamsRuto for discussions with H.E. President @Jaemyung_Lee of the Republic of Korea, where we reviewed progress in advancing our bilateral agenda and explored new areas of cooperation that can deliver tangible benefits to our people.
The talks highlighted the significance of the newly established offices of the Export-Import Bank of Korea (KEXIM) and the Korea International Cooperation Agency (KOICA) in Nairobi, which are expected to deepen development cooperation, support infrastructure projects and catalyse greater investment into Kenya and the region.
We also explored ways of expanding market access for Kenyan products, including tea and coffee, while advancing labour mobility partnerships that can create more opportunities for Kenyan professionals, including teachers, in the Korean market.
President Ruto further welcomed the recent signing of the Agreement on the Mutual Recognition of Certificates for Seafarers, describing it as an important step towards expanding employment opportunities for Kenyan seafarers and strengthening Kenya's participation in the global maritime workforce.

Among the key outcomes were renewed efforts to tackle growing debt vulnerabilities affecting developing economies, strengthen the global debt architecture through greater transparency and improve access to sustainable financing. Leaders also advanced discussions on healthcare, including early cancer detection and treatment, safeguarding children and young people in the digital space, climate action, the Ebola outbreak in the Democratic Republic of Congo, and the fight against transnational drug trafficking.
