currently it's 20% (doubled to 40) and its buffed to 30 (doubled to 60)

so its an increase from 20-40% to 30-60% instead, dont forget this is only AP ratio tho, no change to HP ratio and base heal, with 200 AP on 2 items this is a 40 heal buff per W BEST CASE
