- achieving more data interoperability with smaller more manageable domain-specific data standards rather than with large monolithic multidomain data standards
- using APIs supporting the Open World Assumption (OWA) as well as discoverability using hypermedia, and user-friendly embeddable search dialogs
- using centrally defined linking rules
