Honored to address a roundtable discussion at the Japan Institute of International Affairs, @JIIA_eng, during my official visit to Japan.
I shared Azerbaijan’s perspectives on regional and international security, economic to development, energy security, connectivity, and the evolving geopolitical landscape.
I also highlighted the potential of Azerbaijan–Japan cooperation in trade, transport, investment, energy, green technologies, digital transformation, and innovation.
The discussion provided an excellent opportunity to exchange views with representatives of think tanks on regional developments, the Armenia–Azerbaijan normalization process, post-conflict reconstruction efforts, and the importance of international cooperation in addressing global challenges.

Minister of Foreign Affairs of the Republic of Azerbaijan @Bayramov_Jeyhun held a meeting with members of the Japan-Azerbaijan Inter-Parliamentary Friendship League during his official visit to Japan.
The sides reviewed the current state and future prospects of 🇦🇿–🇯🇵 cooperation, underscoring the importance of political consultations, the economic cooperation commission, and mutual high-level visits.
The crucial role of inter-parliamentary working groups in strengthening bilateral relations was emphasized.
Opportunities for expanded cooperation in trade, economy, humanitarian affairs, traditional and renewable energy, tourism, and education were explored, alongside mutual support within international platforms.
Minister Bayramov updated his counterparts on the large-scale restoration and reconstruction work carried out in the liberated territories, as well as steps being taken to address the landmine threat.
The sides also discussed international affairs of mutual interest.

We reviewed the broad agenda of Azerbaijan–Japan cooperation and discussed ways to further strengthen our partnership in the economy, trade, investment, energy, transport, and other areas. We also highlighted the importance of advancing cooperation on green technologies and decarbonization initiatives.
I informed my counterpart about Azerbaijan’s plans to introduce a visa-free regime for Japanese citizens, which will contribute to strengthening people-to-people contacts, tourism, and business exchanges between our countries.
We also discussed Azerbaijan’s growing role as a regional transportation and logistics hub, including the strategic importance of the Trans-Caspian International Transport Route in enhancing regional and interregional connectivity.
In addition, I briefed Minister Motegi on the post-conflict situation in the region, large-scale reconstruction and rehabilitation efforts in the liberated territories, and the latest developments in the Armenia–Azerbaijan normalization process.
We also exchanged views on regional and international developments, including the situation in the Middle East, and reaffirmed our commitment to multilateralism, international law, and the principles of the UN Charter, including respect for sovereignty and territorial integrity.

The meeting provided an opportunity for a comprehensive exchange of views on the current state and future prospects of Azerbaijan–Japan relations. The Ministers reviewed the progress achieved across a wide range of areas and discussed practical steps to further deepen bilateral cooperation in line with the strategic priorities of both countries.
The Ministers held extensive discussions on political dialogue, economic cooperation, trade, investment, energy, transport and logistics, digital transformation, innovation, education, tourism, and people-to-people contacts. They underlined the importance of diversifying the bilateral agenda and creating new opportunities for cooperation in both traditional and emerging sectors.
Minister Bayramov announced Azerbaijan’s intention to introduce a visa exemption regime for all Japanese citizens traveling to Azerbaijan, describing the initiative as an important step toward facilitating travel, enhancing business exchanges, promoting tourism, and strengthening people-to-people ties between the two countries.
Noting that 2027 will mark the 35th anniversary of the establishment of diplomatic relations between Azerbaijan and Japan, the sides welcomed the steady and successful development of bilateral ties based on mutual respect, trust, friendship, and constructive partnership. They expressed satisfaction with the positive trajectory of relations and reaffirmed their commitment to further expanding cooperation across all areas of mutual interest.
The Ministers emphasized the importance of maintaining active high-level contacts, reciprocal visits, and regular political consultations as key mechanisms for advancing bilateral relations and ensuring the effective implementation of joint initiatives. They also highlighted the growing role of parliamentary diplomacy, cultural exchanges, and academic cooperation in fostering closer understanding between the peoples of Azerbaijan and Japan.
Particular attention was devoted to expanding cooperation in trade and investment, green technologies, decarbonization, renewable energy, infrastructure development, and high-tech industries.
The Ministers underscored the importance of strengthening cooperation in the fields of energy security and connectivity, noting Azerbaijan’s role as a reliable partner in regional transport and logistics networks linking Asia and Europe. They exchanged views on the potential for enhanced collaboration in transport infrastructure, supply chains, and digital connectivity initiatives.
The sides also highlighted the valuable contribution of the Azerbaijan–Japan Joint Economic Commission to the advancement of economic cooperation and welcomed efforts aimed at expanding commercial and investment ties. They stressed the importance of accelerating work on the Azerbaijan–Japan Investment Agreement, which would provide an enhanced legal framework for investment protection and contribute to creating new opportunities for businesses in both countries.
The Ministers further exchanged views on regional and international developments of mutual interest. Minister Bayramov briefed his Japanese counterpart on the post-conflict situation in the region, ongoing reconstruction and development efforts in the liberated territories of Azerbaijan, the normalization process between Azerbaijan and Armenia, as well as Azerbaijan’s broader regional connectivity and economic cooperation initiatives.
The meeting reaffirmed the shared commitment of Azerbaijan and Japan to further strengthening their partnership and exploring new avenues for cooperation in the years ahead. Both sides expressed confidence that the upcoming 35th anniversary of diplomatic relations in 2027 would provide an excellent opportunity to celebrate the achievements of the bilateral relationship and chart an ambitious agenda for the future.
