Yes, each next gen ASIC is more efficient than the last, but if the total effort to mine Bitcoin (in this case energy) expended goes down, Bitcoin gets less secure.

Why is 2% inflation the accepted target? Why not 1%? 3%? If inflation drives spending, 0.5% would work, right?
It's because gold supply increases by roughly 2% per year. When this version of fiat was created, they figured they could artificially peg it to gold's inflation rate.
Satellite imaging has shown that the top 10 centimetres of regolith (moon soil) at the south pole of the moon appear to hold about 100 times more gold than the richest mines on earth.
