Why the Gulf should lead on climate finance. A regional climate fund could align capital with climate priorities, reflecting both the Gulf’s global role and its local exposure.

In a spring crowded with major diplomatic engagements across the Gulf, the 2025 Qatar Economic Forum (20–22 May) offered something different through policy continuity. Whilst global attention has focussed on high-profile bilateral visits and AI partnerships, the Forum served as a quieter, though no less important, affirmation of the region's strategic direction.
Held under the theme "The Road to 2030 – Transforming the Global Economy", the Forum convened over 2,500 global leaders across finance, governance and technology. It was inaugurated by His Highness Sheikh Tamim bin Hamad Al Thani, Emir of Qatar, with the opening address delivered by His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, who emphasised the region's role in shaping global economic dialogue.
Saudi Arabia was represented by senior officials including His Excellency Faisal Alibrahim, Minister of Economy and Planning, and His Excellency Bandar Alkhorayef, Minister of Industry and Mineral Resources. Other contributors included Elon Musk, who joined virtually to discuss innovation and technological governance.
Beyond the high-level participation, the Forum's discussions illuminated three notable themes that define the region’s economic positioning:
Investment and Innovation Are Becoming More Strategic:
Qatar's $1 billion incentive programme focuses on expansion, localisation and knowledge transfer, structured around four high-impact tracks including advanced industry and digitisation. This reflects a regional shift where investment facilitation is more sector-specific, policy-aligned and conditional on contribution. Meanwhile, as AI clusters take shape in Riyadh and Abu Dhabi, Qatar's R&D role complements this architecture. With strong academic partnerships and skilled talent pathways, Doha's innovation model prioritises depth over scale.
Regulatory Stability Enhances Strategic Geography:
Forum discussions underscored the Gulf's appeal as a region pairing market access with consistency, particularly as other growth regions contend with legal and fiscal uncertainty. The Forum's institutional growth builds regional influence, with Doha's ability to maintain open channels with global markets reinforced through platforms like QEF, complementing traditional diplomacy.
Strategic Communication Shapes Regional Positioning:
The Forum illustrated the Gulf's evolving strategic communication. The language of resilience, coordination and long-term vision now defines how regional priorities are conveyed to global audiences, with policy presentation increasingly shaping external engagement.
The Qatar Economic Forum served as an affirmation of discipline, continuity and shared regional confidence. In an increasingly complex global landscape, this approach demonstrates how strategic steadiness can underpin meaningful transformation.

Riyadh Shapes Diplomatic Agendas at Saudi-U.S. Forum
At the U.S.-Saudi Investment Forum in Riyadh on 13 May, a significant recalibration of international policy took shape. In a speech that drew global attention, President Donald Trump announced the lifting of U.S. sanctions on Syria, citing direct consultations with HRH Crown Prince Mohammed bin Salman.
The policy shift, delivered on Saudi soil, reinforced the Kingdom’s rising stature as a diplomatic bridge-builder and a central actor in shaping regional transitions.
The decision sparked immediate public reaction across Syria, with scenes of celebration in Damascus, Aleppo, and Homs reflecting a population eager for economic relief and international reintegration. For Saudi Arabia, the moment affirmed its strategic commitment to pragmatic engagement and regional stabilization.
In February 2025, the Kingdom received Syria’s interim president, Ahmed al-Sharaa, on his first official foreign visit. That same month, Riyadh hosted the Al-Ula Conference for Emerging Market Economies, where Syria’s foreign minister participated in economic dialogues focused on reconstruction and financial reintegration. Viewed in retrospect, these diplomatic milestones reflect Saudi Arabia’s leadership in a coordinated Arab strategy to stabilize and reintegrate Syria, culminating in the high-level policy shift announced.
The impact of the announcement reverberated into the following day. Just ahead of the U.S.-Gulf Summit today 14 May, President Trump hosted Syria’s interim president Ahmed al-Sharaa in Riyadh, the first meeting between U.S. and Syrian leadership in decades. HRH Crown Prince Mohammed bin Salman led the in-person discussions, while President Erdogan joined virtually. The impromptu meeting reflected the diplomatic momentum triggered by the sanctions decision and signaled a fast-emerging consensus around Syria’s pathway back into the regional fold.
Also on 13 May, the Saudi-U.S. Investment Forum convened senior executives from leading American technology firms for discussions on AI, digital infrastructure, and innovation policy, advancing the Kingdom’s ambition to position itself as a global hub for GPU-based cloud computing. While at the Royal Court, President Trump and the Crown Prince formalized a $142 billion arms deal, part of a broader $600 billion investment package, that includes advanced military systems aimed at enhancing Saudi Arabia’s air, space, and border security capacities.
Across diplomatic engagement, economic alignment, and geopolitical strategy, the visit demonstrated the depth and direction of Saudi leadership. Riyadh is articulating a foreign policy rooted in purpose and executed with precision; advancing regional stability, fostering global partnerships, and shaping a future defined by cooperation and confidence.
At @Arabecd yesterday, SRMG Think Managing Director
@NedaAlmubarak led an impressive panel with visionary CEOs spearheading some of Riyadh’s most ambitious and redefining development projects, offering deep expertise and insights into how Vision 2030 is being translated into livable, sustainable urban realities.
Jerry Inzerillo of @DiriyahCo spoke to the power of authenticity in realizing Diriyah’s $64 billion masterplan, delivered on time and on budget. Over three million visitors have already explored its UNESCO World Heritage site. Diriyah’s cultural season welcomed more than one million people, and the project’s commitment to heritage runs deep, with 20million handmade mud bricks being recreated in the traditional Najdi style, restoring the birthplace of Saudi culture both symbolically and physically.
Jayne McGivern of @SportsBlvdSA highlighted wellness as the future of urban infrastructure. Stretching 135 km and connected by over 250 km of cycling paths, the Sports Boulevard threads through many of Riyadh’s major projects. As she noted, it is “a sustainable project in every sense of the word; from design, ESG, and materials used to the carbon produced.” Its first open district, in Wadi Hanifa, drew one million visitors in its first month alone, reflecting strong public demand for accessible, active spaces.
George Tanasijevich of @KingSalmanPark described the park as a green urban revolution, spanning 70% green space and home to over 1.1 million trees and 800 plant species. It is to be the largest urban park in the world, designed to cool the city and reuse water sustainably as a model of ecological urbanism.
As the discussion closed, speakers agreed that Riyadh is not simply expanding, it is being redesigned. Nedaa AlMubarak remarked “Each of these projects is a chapter in a much larger story; one of transformation rooted in identity, driven by innovation, and designed for people”.
#AECD2025 embodies the spirit of meaningful exchange, fostering cooperation and shared learning between urban leaders across regions. The session reflected that ambition in practice, showing how Riyadh’s transformation is contributing to a wider conversation on inclusive, people-centered urban development.
