If a goal scored 15s after a foul can be cancelled, why can't one scored 10s after a foul be cancelled? Or are rules a joke to you?

@IrlEmbNigeria @commercium_afr I noticed that most of the courses currently available to Nigerians focus on law and governance. However, the healthcare related courses appear to be available only to Ghanaian nationals.

May I kindly ask if there is a specific reason for this?
